HOUSE RESOLUTION

No. 25 Session of 2001


        INTRODUCED BY CALTAGIRONE, CAPPABIANCA, DeWEESE, JOSEPHS,
           READSHAW, SANTONI, STABACK, TIGUE, CORRIGAN, MELIO, FREEMAN,
           LAUGHLIN, MANN, SOLOBAY, SURRA, THOMAS, TRELLO, C. WILLIAMS
           AND HENNESSEY, JANUARY 31, 2001

        REFERRED TO COMMITTEE ON RULES, JANUARY 31, 2001

                            A CONCURRENT RESOLUTION

     1  Directing the Joint State Government Commission to establish the
     2     Internet Affairs Task Force to study the issue of online
     3     voting and to make recommendations to the General Assembly.

     4     WHEREAS, Citizens of this Commonwealth have a vital interest
     5  in online voting methods; and
     6     WHEREAS, Online voting has become an alternative method to
     7  the present voting system; and
     8     WHEREAS, The states are already conducting research and in
     9  some manner implementing online voting methods; and
    10     WHEREAS, There is a need for comprehensive bicameral and
    11  bipartisan research on online voting; therefore be it
    12     RESOLVED (the Senate concurring), That the General Assembly
    13  direct the Joint State Government Commission to establish the
    14  Internet Affairs Task Force of four members of the Senate and
    15  four members of the House of Representatives to undertake a
    16  study regarding online voting methods; and be it further
    17     RESOLVED, That the President pro tempore of the Senate and


     1  the Minority Leader of the Senate and the Speaker of the House
     2  of Representatives and the Minority Leader of the House of
     3  Representatives each appoint two members to the Internet Affairs
     4  Task Force; and be it further
     5     RESOLVED, That the Internet Affairs Task Force be authorized
     6  to create an advisory committee to assist the task force,
     7  composed of individuals the task force deems appropriate; and be
     8  it further
     9     RESOLVED, That the Internet Affairs Task Force specifically
    10  research implementation of online voting, State necessities, how
    11  the system will function, how long the system will take to
    12  implement, the impact the system will have on current voter
    13  turnout, security issues, cost and constitutional requirements
    14  of implementing online voting; and be it further
    15     RESOLVED, That the Internet Affairs Task Force present its
    16  findings to the General Assembly.
