        REFERRED TO COMMITTEE ON TRANSPORTATION, JUNE 19, 2002

                                     AN ACT

     1  Designating Exit 60B in Robinson Township, Allegheny County, on
     2     Interstate Route 79 as the Trooper Todd C. Kelly Memorial
     3     Interchange.

     4     WHEREAS, Todd C. Kelly was born October 31, 1958, graduated
     5  from Lincoln High School and enlisted in the Pennsylvania State
     6  Police in June 1985; and
     7     WHEREAS, Trooper Kelly spent virtually all of his career with
     8  Troop "B", Findlay Station, where he was assigned to the Patrol
     9  Unit; and
    10     WHEREAS, Trooper Kelly received a Troop Commander's Letter of
    11  Commendation for his actions during a police pursuit of a stolen
    12  truck on August 28, 2000; and
    13     WHEREAS, Trooper Kelly served this Commonwealth with
    14  distinction until his death on November 7, 2001, after being

     1  struck by a vehicle while removing debris from Interstate Route
     2  79. Trooper Kelly was removing a 73-pound, 44-inch long solid
     3  steel bar which posed a serious threat to public safety.
     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Designation.
     7     The interchange in Robinson Township, Allegheny County, known
     8  as Exit 60B on Interstate Route 79 is hereby designated as the
     9  Trooper Todd C. Kelly Memorial Interchange.
    10  Section 2.  Posting of signs.
    11     The Department of Transportation shall erect appropriate
    12  signs to indicate the designation under section 1.
    13  Section 3.  Effective date.
    14     This act shall take effect in 60 days.
