HOUSE BILL

        SENATOR THOMPSON, APPROPRIATIONS, IN SENATE, RE-REPORTED AS
           AMENDED, JUNE 27, 2002

                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The following sums, or as much thereof as
     6  may be necessary, are hereby appropriated to the Trustees of the
     7  University of Pennsylvania for the fiscal year July 1, 2002, to
     8  June 30, 2003, for the purposes and in the amounts as shown:
     9     (1)  For dental clinics........................      $891,000
    10     (2)  For instruction in the Doctor of Medicine
    11  program...........................................     3,832,000  <--
    12     (3)  For veterinary activities.................    34,795,000
    13     (4)  For cardiovascular studies................       600,000
    14  PROGRAM...........................................     4,034,000  <--
    15     (3)  FOR VETERINARY ACTIVITIES.................    38,445,000
    16     (4)  FOR CARDIOVASCULAR STUDIES................     1,600,000


     1     (b)  The sum of $236,000 is hereby appropriated to the
     2  Trustees of the University of Pennsylvania for the fiscal year
     3  July 1, 2002, to June 30, 2003, for the general maintenance of
     4  the University of Pennsylvania Museum and the purchase of such
     5  apparatus and equipment as the trustees may deem necessary for
     6  the best interest of the University of Pennsylvania Museum.
     7     Section 2.  (a)  Payments to the University of Pennsylvania
     8  on account of the appropriations for the items provided in
     9  section 1(a) shall be made quarterly by the Secretary of
    10  Education on the basis of costs during the fiscal year and shall
    11  be conditioned on continuing authority for inclusion on the
    12  Board of Trustees of the University of Pennsylvania of a minimum
    13  of four persons who are not elected officials and who are
    14  appointed by the President pro tempore of the Senate, the
    15  Minority Leader of the Senate, the Speaker of the House of
    16  Representatives and the Minority Leader of the House of
    17  Representatives for terms of office coterminous with that of the
    18  respective appointing authority; and shall be further
    19  conditioned on these appointees receiving full voting rights as
    20  members of the board of trustees.
    21     (b)  The University of Pennsylvania shall provide full,
    22  complete and accurate information as may be required by the
    23  Department of Education or the chairman or the minority chairman
    24  of the Appropriations Committee of the Senate or the chairman or
    25  the minority chairman of the Appropriations Committee of the
    26  House of Representatives.
    27     (c)  The University of Pennsylvania shall report its revenues
    28  and expenditures and present its financial statements in
    29  accordance with generally accepted accounting principles and
    30  procedures for educational institutions as set forth in the

     1  "Higher Education Finance Manual (1975)" and the "Commonwealth
     2  of Pennsylvania Budget Instructions for the State System of
     3  Higher Education, State-Related Universities and Non-State-
     4  Related Colleges and Universities."
     5     (d)  The Trustees of the University of Pennsylvania shall
     6  report on forms provided by the Department of Education to both
     7  the chairman and minority chairman of the Appropriations
     8  Committee of the Senate and the chairman and minority chairman
     9  of the Appropriations Committee of the House of Representatives
    10  by September 30, 2003, on how State-appropriated funds were
    11  expended for fiscal year 2002-2003 to reduce the costs to
    12  Pennsylvania resident students or to provide services to
    13  Pennsylvania residents.
    14     Section 3.  (a)  Payments to the University of Pennsylvania
    15  Museum on account of the appropriation provided in section 1(b)
    16  shall be made quarterly by the Executive Director of the
    17  Pennsylvania Historical and Museum Commission.
    18     (b)  The Trustees of the University of Pennsylvania shall
    19  provide full, complete and accurate information as may be
    20  required by the Pennsylvania Historical and Museum Commission or
    21  the chairman or the minority chairman of the Appropriations
    22  Committee of the Senate or the chairman or the minority chairman
    23  of the Appropriations Committee of the House of Representatives.
    24     Section 4.  This act shall take effect July 1, 2002, or
    25  immediately, whichever is later.
