AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for a KIDS First registration plate and 3 for payments to and grants from the Children's Trust Fund. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Title 75 of the Pennsylvania Consolidated 7 Statutes is amended by adding a section to read: 8 § 1361. KIDS First registration plate. 9 The department, in consultation with the Children's Trust 10 Fund Board, established under the act of December 15, 1988 11 (P.L.1235, No.151), known as the Children's Trust Fund Act, 12 shall design a special KIDS First registration plate. Upon 13 application of any person, accompanied by a fee of $35 which 14 shall be in addition to the annual registration fee, the 15 department shall issue the plate for a passenger car, motor 16 home, trailer or truck with a gross vehicle weight rating of not
1 more than 9,000 pounds. 2 Section 2. Section 1905 of Title 75 is amended by adding a 3 subsection to read: 4 § 1905. Payments to special funds. 5 * * * 6 (d) Children's Trust Fund and grants to county children and 7 youth programs.-- 8 (1) Fifteen dollars of each fee received under section 9 1361 (relating to KIDS First registration plate) shall be 10 credited to the Children's Trust Fund established under the 11 act of December 15, 1988 (P.L.1235, No.151), known as the 12 Children's Trust Fund Act. 13 (2) The money collected under this section and credited 14 to the Children's Trust Fund shall be designated as 15 demonstration grants to county children and youth programs 16 for community-based child abuse and neglect prevention 17 services, except that grants made from funds made available 18 under this section shall not be subject to the usual local 19 match requirements of the Children's Trust Fund and family 20 support services. In addition to specific programs identified 21 as eligible for grants under the Children's Trust Fund Act, 22 services funded by money collected under this section shall 23 also include the development of court-appointed special 24 advocate programs for children, otherwise known as CASA. 25 (3) In order to qualify for a grant funded by money 26 collected under this section, a county children and youth 27 agency must demonstrate to the Children's Trust Fund Board 28 that the services reflect the unmet needs of children and 29 families in the community, that the programs contribute to 30 the coordination of local services for children and families 20010H1903B2468 - 2 -
1 and that the program could not be funded through existing 2 Federal or State programs. 3 (4) To the fullest extent possible, the Children's Trust 4 Fund Board shall ensure the equitable geographic distribution 5 of the funds to county children and youth programs across the 6 State. 7 (5) The State Treasurer shall not honor any requisition 8 for expenditures by the Children's Trust Fund Board funded by 9 money collected under this section in excess of estimates 10 approved by the Governor. 11 Section 3.
