                                     AN ACT

     1  Authorizing the Department of General Services, with the
     2     approval of the Governor, to grant and convey the David L.
     3     Lawrence Convention Center situate in the City of Pittsburgh,
     4     Allegheny County, to the Sports and Exhibition Authority.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Authorization to convey David L. Lawrence Convention
     8                 Center.
     9     (a)  Authorization.--The Department of General Services, with
    10  the approval of the Governor, is authorized and directed on
    11  behalf of the Commonwealth to grant and convey to the authority
    12  created under Article XXV-A of the act of July 28, 1953
    13  (P.L.723, No.230), known as the Second Class County Code, for a
    14  consideration of $1, the tract of land, with the structures,
    15  facilities, buildings, fixtures and improvements erected
    16  thereon, situate in the City of Pittsburgh, Allegheny County,
    17  Pennsylvania, and known as the David L. Lawrence Convention
    18  Center. The conveyance shall include any property adjacent to

     1  the convention center that is acquired by the Commonwealth prior
     2  to the date of the conveyance and any options to acquire such
     3  adjacent property held by the Commonwealth on the date of the
     4  conveyance.
     5     (b)  Easements.--The conveyance of the convention center
     6  shall be made under and subject to all easements, servitudes and
     7  rights of others, including, but not confined to, streets,
     8  roadways and rights of any telephone, telegraph, water,
     9  electric, sewer, gas or pipeline companies, as well as under and
    10  subject to any interest, estates or tenancies vested in third
    11  persons, whether or not appearing of record, for any portion of
    12  the land or improvements erected thereon.
    13     (c)  Labor contracts.--The authority created under Article
    14  XXV-A of the Second Class County Code shall be bound by the
    15  terms of any labor contracts relating to the convention center
    16  that are in effect at the time of its conveyance to the
    17  authority.
    18     (d)  Execution.--The deed of conveyance shall be approved as
    19  provided by law and shall be executed by the Secretary of
    20  General Services in the name of the Commonwealth.
    21     (e)  Costs and fees.--Costs and fees incidental to the
    22  conveyance of the convention center shall be borne by the
    23  grantee.
    24     (f)  Hotel tax revenues not affected.--The conveyance of the
    25  convention center under this section shall not affect the
    26  availability of the revenues from the hotel tax authorized in
    27  section 1970.2 of the Second Class County Code to fund the
    28  operational and maintenance expenditures of the convention
    29  center.
    30  Section 2.  Effective date.
