AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation for the MCP Hahnemann University and for 3 continuation of pediatric services. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. (a) The sum of $8,142,000 is hereby appropriated 7 to the Philadelphia Health and Education Corporation for the MCP 8 Hahnemann University for the fiscal year July 1, 2001, to June 9 30, 2002, for instruction in the Doctor of Medicine program. 10 (b) The sum of $1,798,000 is hereby appropriated to the 11 Philadelphia Health and Education Corporation for the MCP 12 Hahnemann University for the fiscal year July 1, 2001, to June 13 30, 2002, for the general maintenance of the MCP Hahnemann 14 University, including the Allied Health, Professions and 15 Graduate School of the MCP Hahnemann University, and student 16 aid. 17 (c) The sum of $321,000 is hereby appropriated to the 18 Philadelphia Health and Education Corporation for the MCP
1 Hahnemann University for the fiscal year July 1, 2001, to June 2 30, 2002, for minority educational and recruitment programs. 3 (d) The sum of $791,000 is hereby appropriated to the 4 Philadelphia Health and Education Corporation, for the fiscal 5 year July 1, 2001, to June 30, 2002, for continued pediatric 6 outpatient and inpatient treatment of severe physically 7 disabling diseases. 8 (e) The sum of $166,000 is hereby appropriated to the 9 Philadelphia Health and Education Corporation, for the fiscal 10 year July 1, 2001, to June 30, 2002, for continued support of 11 the handicapped children's clinic. 12 Section 2. (a) Payments to the Philadelphia Health and 13 Education Corporation for the MCP Hahnemann University on 14 account of the appropriations provided in section 1(a), (b) and 15 (c) shall be made quarterly by the Secretary of Education on the 16 basis of costs during the fiscal year and shall be conditioned 17 on continuing authority for inclusion on the Board of Trustees 18 of the Philadelphia Health and Education Corporation of a 19 minimum of five persons who are not elected officials and who 20 are appointed by the Governor, the President pro tempore of the 21 Senate, the Minority Leader of the Senate, the Speaker of the 22 House of Representatives and the Minority Leader of the House of 23 Representatives for terms of office coterminous with that of the 24 respective appointing authority; and shall be further 25 conditioned on these appointees receiving full voting rights as 26 members of the board of trustees. 27 (b) Payments to the Philadelphia Health and Education 28 Corporation on account of the appropriations provided in section 29 (d) and (e) shall be made by the Secretary of Health in equal 30 quarterly payments. 20010H1202B1389 - 2 -
1 Section 3. (a) The Philadelphia Health and Education 2 Corporation for the MCP Hahnemann University shall provide full, 3 complete and accurate information as may be required by the 4 Department of Education or the chairman or the minority chairman 5 of the Appropriations Committee of the Senate or the chairman or 6 the minority chairman of the Appropriations Committee of the 7 House of Representatives. 8 (b) The Philadelphia Health and Education Corporation shall 9 provide full, complete and accurate information for the 10 appropriation under section (d) and (e) as may be required by 11 the Department of Health or the chairman or the minority 12 chairman of the Appropriations Committee of the Senate or the 13 chairman or the minority chairman of the Appropriations 14 Committee of the House of Representatives. 15 Section 4. The Philadelphia Health and Education Corporation 16 for the MCP Hahnemann University shall report its revenues and 17 expenditures and present its financial statements in accordance 18 with generally accepted accounting principles and procedures for 19 educational institutions as set forth in the "Higher Education 20 Finance Manual (1975)" and the "Commonwealth of Pennsylvania 21 Budget Instructions for the State System of Higher Education, 22 State-Related Universities and Non-State-Related Colleges and 23 Universities." 24 Section 5. The trustees of the Philadelphia Health and 25 Education Corporation for the MCP Hahnemann University shall 26 report on forms provided by the Department of Education to both 27 the chairman and minority chairman of the Appropriations 28 Committee of the Senate and the chairman and minority chairman 29 of the Appropriations Committee of the House of Representatives 30 by September 30, 2002, on how State-appropriated funds were 20010H1202B1389 - 3 -
1 expended for fiscal year 2001-2002 to reduce the costs to 2 Pennsylvania resident students or to provide services to 3 Pennsylvania residents. 4 Section 6. This act shall take effect July 1, 2001, or 5 immediately, whichever is later. B7L84RZ/20010H1202B1389 - 4 -
