AN ACT
1 Amending the act of July 10, 1986 (P.L.1263, No.116), entitled,
2 as reenacted, "An act providing for a community services
3 block grant program; and further providing for powers and
4 duties of the Department of Community Affairs," further
5 providing for financial assistance for community services
6 block grant program and for the expiration of the act; and
7 making editorial changes.
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. The title of the act of July 10, 1986 (P.L.1263,
11 No.116), known as the Community Services Act, reenacted December
12 18, 1996 (P.L.1105, No.166), is amended to read:

14 Providing for a community services block grant program; and
15 further providing for powers and duties of the Department of
16 Community [Affairs] and Economic Development.
17 Section 2. The definitions of "department" and "secretary"
18 in section 3 of the act, reenacted December 18, 1996 (P.L.1105,
19 No.166), are amended to read:

Definitions. 2 The following words and phrases when used in this act shall 3 have the meanings given to them in this section unless the 4 context clearly indicates otherwise: 5 * * * 6 "Department." The Department of Community [Affairs] and 7 Economic Development of the Commonwealth or the designated 8 agency responsible for the administration of community service 9 block grant funds. 10 * * * 11 "Secretary." The Secretary of Community [Affairs] and 12 Economic Development of the Commonwealth or the designated 13 individual responsible for the administration of community 14 service block grant funds. 15 Section 3. Section 6(a)(2) of the act, reenacted December 16 18, 1996 (P.L.1105, No.166), is amended to read: 17 Section 6. Financial assistance for community services block 18 grant program. 19 (a) Apportionment of appropriations.--To help meet the 20 department's objective of establishing community action agencies 21 to provide services to all counties within this Commonwealth, 22 the sum appropriated under the community services block grant 23 shall be distributed as follows: 24 * * * 25 (2) No less than 5% may be allotted to established 26 community action agencies, at the discretion of the 27 secretary, for a range of activities, including the funding 28 of community food and nutrition programs in a manner 29 consistent with this act. 30 * * * 20010H0247B0246 - 2 -
1 Section 4. Section 11 of the act, reenacted and amended
2 December 18, 1996 (P.L.1105, No.166), is amended to read:
3 Section 11. Expiration.
4 This act shall expire December 31, [2001] 2006, unless
5 extended by statute.
6 Section 5. This act shall take effect in 60 days.
