SENATE RESOLUTION

No. 205 Session of 2000


        INTRODUCED BY BOSCOLA, TARTAGLIONE, COSTA, O'PAKE AND MELLOW,
           OCTOBER 2, 2000

        REFERRED TO STATE GOVERNMENT, OCTOBER 2, 2000

                                  A RESOLUTION

     1  Urging the Governor to establish a task force to study Internet
     2     voting.

     3     WHEREAS, The use of on-line government services is constantly
     4  expanding and surveys have shown strong support for increasing
     5  these services; and
     6     WHEREAS, Allowing people to vote by using the Internet has
     7  the potential to renew interest in voting, particularly among
     8  the young, thereby increasing voter turnout in elections; and
     9     WHEREAS, While Internet voting has great potential, serious
    10  possible dangers accompany it, including privacy, security and
    11  legal issues; and
    12     WHEREAS, Implementation of an Internet voting system will be
    13  a complex undertaking which must be done carefully to minimize
    14  difficulties; therefore be it
    15     RESOLVED, That the Senate urge the Governor, Thomas J. Ridge,
    16  to establish a task force to study the feasibility of using the
    17  Internet to conduct elections in Pennsylvania and to make a


     1  report of its recommendations to the Governor and the General
     2  Assembly; and be it further
     3     RESOLVED, That a copy of this resolution be transmitted to
     4  Governor Thomas J. Ridge.
