SENATE RESOLUTION

        INTRODUCED BY BOSCOLA, LAVALLE, O'PAKE, MUSTO AND WAGNER,
           JUNE 18, 1999

        REFERRED TO INTERGOVERNMENTAL AFFAIRS, JUNE 18, 1999

                                  A RESOLUTION

     1  Memorializing Congress to pass legislation which bars a state
     2     from imposing a tax on nonresidents which it does not impose
     3     on its residents.

     4     WHEREAS, The State of New York had imposed a commuter tax on
     5  the incomes of all persons who work in New York City but live
     6  outside the city; and
     7     WHEREAS, The legislature of New York recently repealed that
     8  tax, but only insofar as it applies to residents of New York
     9  State; and
    10     WHEREAS, Forty percent of the commuters who work in New York
    11  City live in Pennsylvania, Connecticut and New Jersey; and
    12     WHEREAS, This repeal is grossly unfair to out-of-state
    13  commuters and appears to be politically motivated and biased;
    14  therefore be it
    15     RESOLVED, That the Senate of the Commonwealth of Pennsylvania
    16  memorialize the Congress of the United States to enact
    17  legislation which bars one state from imposing a tax on
    18  nonresidents which it does not impose on its residents; and be

     1  it further
     2     RESOLVED, That the members of Congress from Pennsylvania be
     3  urged to sponsor the bill in Congress barring the imposition of
     4  such a tax; and be it further
     5     RESOLVED, That copies of this resolution be transmitted to
     6  the presiding officers of each house of Congress and to each
     7  member of Congress from Pennsylvania.
