SENATE BILL

No. 1367 Session of 2000


        INTRODUCED BY BELL, TILGHMAN, HOLL, CONTI, THOMPSON AND GERLACH,

        REFERRED TO APPROPRIATIONS, MARCH 17, 2000

                                     AN ACT

     1  Making appropriations to the Thomas Jefferson University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $5,869,000 is hereby appropriated
     6  to the Thomas Jefferson University, Philadelphia, for the fiscal
     7  year July 1, 2000, to June 30, 2001, for instruction in the
     8  Doctor of Medicine program.
     9     (b)  The sum of $4,263,000 is hereby appropriated to the
    10  Thomas Jefferson University, Philadelphia, for the fiscal year
    11  July 1, 2000, to June 30, 2001, for the general maintenance of
    12  the Thomas Jefferson University, including the College of Allied
    13  Health Sciences, student aid and Children's Heart Hospital.
    14     (c)  The sum of $56,000 is hereby appropriated to the
    15  Trustees of Jefferson Medical College and Hospital,
    16  Philadelphia, for the fiscal year July 1, 2000, to June 30,
    17  2001, for a comprehensive program relating to persons with Tay-


     1  Sachs disease.
     2     Section 2.  (a)  Payments to the Thomas Jefferson University
     3  on account of the appropriations provided in section 1(a) and
     4  (b) shall be made quarterly by the Secretary of Education on the
     5  basis of costs during the fiscal year and shall be conditioned
     6  on continuing authority for inclusion on the Board of Trustees
     7  of the Thomas Jefferson University of a minimum of five
     8  individuals who are not elected officials and who are appointed,
     9  one each, by the Governor, the President pro tempore of the
    10  Senate, the Minority Leader of the Senate, the Speaker of the
    11  House of Representatives and the Minority Leader of the House of
    12  Representatives, for terms of office coterminous with that of
    13  their appointing authority.
    14     (b)  The Thomas Jefferson University shall provide full,
    15  complete and accurate information as may be required by the
    16  Department of Education or the chairman or the minority chairman
    17  of the Appropriations Committee of the Senate or the chairman or
    18  the minority chairman of the Appropriations Committee of the
    19  House of Representatives.
    20     (c)  The Thomas Jefferson University shall report its
    21  revenues and expenditures and present its financial statements
    22  in accordance with generally accepted accounting principles and
    23  procedures for educational institutions as set forth in the
    24  "Higher Education Finance Manual (1975)" and the "Commonwealth
    25  of Pennsylvania Budget Instructions for the State System of
    26  Higher Education, State-Related Universities and Non-State-
    27  Related Colleges and Universities."
    28     (d)  The trustees of the Thomas Jefferson University shall
    29  report on forms provided by the Department of Education to both
    30  the chairman and minority chairman of the Appropriations

     1  Committee of the Senate and the chairman and minority chairman
     2  of the Appropriations Committee of the House of Representatives
     3  by September 30, 2001, on how State-appropriated funds were
     4  expended for fiscal year 2000-2001 to reduce the costs to
     5  Pennsylvania resident students or to provide services to
     6  Pennsylvania residents.
     7     Section 3.  (a)  Payment to Jefferson Medical College and
     8  Hospital on account of the appropriation relating to Tay-Sachs
     9  disease as provided for in section 1(c) shall be made by the
    10  Secretary of Health in equal quarterly payments and shall be
    11  conditioned upon a program which shall include the detection of
    12  Tay-Sachs disease in the community, counseling of individuals
    13  and families, education of the public, coordination of research
    14  into the treatment for Tay-Sachs disease and the expansion of
    15  genetic diagnostic services and treatment of persons with the
    16  disease.
    17     (b)  Jefferson Medical College and Hospital shall provide
    18  full, complete and accurate information as may be required by
    19  the Department of Health or the chairman or the minority
    20  chairman of the Appropriations Committee of the Senate or the
    21  chairman or the minority chairman of the Appropriations
    22  Committee of the House of Representatives.
    23     Section 4.  This act shall take effect July 1, 2000, or
    24  immediately, whichever is later.
