SENATE BILL

No. 1366 Session of 2000

        REFERRED TO APPROPRIATIONS, MARCH 17, 2000

                                     AN ACT

     1  Making appropriations to the Philadelphia Health and Education
     2     Corporation for the MCP Hahnemann University and for
     3     continuation of pediatric services.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  (a)  The sum of $8,142,000 is hereby appropriated
     7  to the Philadelphia Health and Education Corporation for the MCP
     8  Hahnemann University for the fiscal year July 1, 2000, to June
     9  30, 2001, for instruction in the Doctor of Medicine program.
    10     (b)  The sum of $1,798,000 is hereby appropriated to the
    11  Philadelphia Health and Education Corporation for the MCP
    12  Hahnemann University for the fiscal year July 1, 2000, to June
    13  30, 2001, for the general maintenance of the MCP Hahnemann
    14  University, including the Allied Health, Professions and
    15  Graduate School of the MCP Hahnemann University, and student
    16  aid.
    17     (c)  The sum of $321,000 is hereby appropriated to the
    18  Philadelphia Health and Education Corporation for the MCP

     1  Hahnemann University for the fiscal year July 1, 2000, to June
     2  30, 2001, for minority educational and recruitment programs.
     3     (d)  The sum of $3,000,000 is hereby appropriated to the
     4  Philadelphia Health and Education Corporation for the MCP
     5  Hahnemann University for the fiscal year July 1, 2000, to June
     6  30, 2001, for transition expenses.
     7     (e)  The sum of $791,000 is hereby appropriated to the
     8  Philadelphia Health and Education Corporation, for the fiscal
     9  year July 1, 2000, to June 30, 2001, for continued pediatric
    10  outpatient and inpatient treatment of severe physically
    11  disabling diseases.
    12     (f)  The sum of $166,000 is hereby appropriated to the
    13  Philadelphia Health and Education Corporation, for the fiscal
    14  year July 1, 2000, to June 30, 2001, for continued support of
    15  the handicapped children's clinic.
    16     Section 2.  (a)  Payments to the Philadelphia Health and
    17  Education Corporation for the MCP Hahnemann University on
    18  account of the appropriations provided in section 1(a), (b), (c)
    19  and (d) shall be made quarterly by the Secretary of Education on
    20  the basis of costs during the fiscal year and shall be
    21  conditioned on continuing authority for inclusion on the Board
    22  of Trustees of the Philadelphia Health and Education Corporation
    23  of a minimum of five persons who are not elected officials and
    24  who are appointed by the Governor, the President pro tempore of
    25  the Senate, the Minority Leader of the Senate, the Speaker of
    26  the House of Representatives and the Minority Leader of the
    27  House of Representatives for terms of office coterminous with
    28  that of the respective appointing authority.
    29     (b)  Payments to the Philadelphia Health and Education
    30  Corporation on account of the appropriations provided in section

     1  1(e) and (f) shall be made by the Secretary of Health in equal
     2  quarterly payments.
     3     Section 3.  (a)  The Philadelphia Health and Education
     4  Corporation for the MCP Hahnemann University shall provide full,
     5  complete and accurate information as may be required by the
     6  Department of Education or the chairman or the minority chairman
     7  of the Appropriations Committee of the Senate or the chairman or
     8  the minority chairman of the Appropriations Committee of the
     9  House of Representatives.
    10     (b)  The Philadelphia Health and Education Corporation shall
    11  provide full, complete and accurate information for the
    12  appropriation under section 1(e) and (f) as may be required by
    13  the Department of Health or the chairman or the minority
    14  chairman of the Appropriations Committee of the Senate or the
    15  chairman or the minority chairman of the Appropriations
    16  Committee of the House of Representatives.
    17     Section 4.  The Philadelphia Health and Education Corporation
    18  for the MCP Hahnemann University shall report its revenues and
    19  expenditures and present its financial statements in accordance
    20  with generally accepted accounting principles and procedures for
    21  educational institutions as set forth in the "Higher Education
    22  Finance Manual (1975)" and the "Commonwealth of Pennsylvania
    23  Budget Instructions for the State System of Higher Education,
    24  State-Related Universities and Non-State-Related Colleges and
    25  Universities."
    26     Section 5.  The trustees of the Philadelphia Health and
    27  Education Corporation for the MCP Hahnemann University shall
    28  report on forms provided by the Department of Education to both
    29  the chairman and minority chairman of the Appropriations
    30  Committee of the Senate and the chairman and minority chairman

     1  of the Appropriations Committee of the House of Representatives
     2  by September 30, 2001, on how State-appropriated funds were
     3  expended for fiscal year 2000-2001 to reduce the costs to
     4  Pennsylvania resident students or to provide services to
     5  Pennsylvania residents.
     6     Section 6.  This act shall take effect July 1, 2000, or
     7  immediately, whichever is later.
