AS AMENDED ON THIRD CONSIDERATION, APRIL 19, 1999
AN ACT
1 Making appropriations to the Trustees of the University of
2 Pennsylvania.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The following sums, or as much thereof as may be
6 necessary, are hereby appropriated to the Trustees of the
7 University of Pennsylvania for the fiscal year July 1, 1999, to
8 June 30, 2000, for the purposes and in the amounts as shown:
9 (1) For dental clinics........................ $938,000
10 (2) For instruction in the Doctor of Medicine
11 program........................................... 4,034,000
12 (3) For veterinary activities................. 32,276,000
13 Section 2. Payments to the University of Pennsylvania on
14 account of the appropriations for the items provided in section
15 1 shall be made quarterly by the Secretary of Education on the
16 basis of costs during the fiscal year and shall be conditioned
17 on continuing authority for inclusion on the Board of Trustees
1 of the University of Pennsylvania of a minimum of five FOUR <--
2 persons who are not elected officials and who are appointed by
3 the Governor, the President pro tempore of the Senate, the <--
4 Minority Leader of the Senate, the Speaker of the House of
5 Representatives and the Minority Leader of the House of
6 Representatives for terms of office coterminous with that of the
7 respective appointing authority.
8 Section 3. The University of Pennsylvania shall provide
9 full, complete and accurate information as may be required by
10 the Department of Education or the chairman or the minority
11 chairman of the Appropriations Committee of the Senate or the
12 chairman or the minority chairman of the Appropriations
13 Committee of the House of Representatives.
14 Section 4. The University of Pennsylvania shall report its
15 revenues and expenditures and present its financial statements
16 in accordance with generally accepted accounting principles and
17 procedures for educational institutions as set forth in the
18 "Higher Education Finance Manual (1975)" and the "Commonwealth
19 of Pennsylvania Budget Instructions for the State System of
20 Higher Education, State-Related Universities and Non-State-
21 Related Colleges and Universities."
22 Section 5. The Trustees of the University of Pennsylvania
23 shall report on forms provided by the Department of Education to
24 both the chairman and minority chairman of the Appropriations
25 Committee of the Senate and the chairman and minority chairman
26 of the Appropriations Committee of the House of Representatives
27 by September 30, 2000, on how State-appropriated funds were
28 expended for fiscal year 1999-2000 to reduce the costs to
29 Pennsylvania resident students or to provide services to
30 Pennsylvania residents.

1 Section 6. This act shall take effect July 1, 1999, or
2 immediately, whichever is later.
