AN ACT 1 Amending Title 42 (Judiciary and Judicial Procedure) of the 2 Pennsylvania Consolidated Statutes, providing for child-care 3 facilities at county judicial centers or courthouses. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 3721 of Title 42 of the Pennsylvania 7 Consolidated Statutes is amended by adding a subsection to read: 8 § 3721. County judicial center or courthouse. 9 * * * 10 (c) Child-care facilities.-- 11 (1) A county judicial center or courthouse may provide a 12 child-care facility for use by children whose parents or 13 guardians are present at the county judicial center or 14 courthouse for a court appearance. The child-care facility 15 must be located within or easily accessible to the county 16 judicial center or courthouse. If the facilities of the 17 county judicial center are located at multiple sites, each 18 site may provide a child-care facility.
1 (2) If a child-care facility is provided under paragraph 2 (1): 3 (i) In addition to any other court cost or filing 4 fee authorized to be collected by law, an additional fee 5 of $5 shall be charged and collected by the prothonotary, 6 clerk of orphans' court and register of wills of the 7 county or by any official designated to perform the 8 functions thereof for the initiation of any civil action 9 or legal proceeding. 10 (ii) In addition to any other court cost or filing 11 fee authorized to be collected by law, an additional fee 12 of $5 shall be charged and collected by the clerk of 13 courts of the county or by any official designated to 14 perform the functions thereof for the initiation of any 15 criminal proceeding for which a fee, charge or cost 16 authorized on the effective date of this subsection and 17 for which a conviction is obtained or guilty plea is 18 entered. 19 (3) The additional fees collected under paragraph (2) 20 shall be deposited into a segregated fund established by the 21 county for the purposes of providing for the start-up and 22 daily operating costs, excluding capital costs, of a child- 23 care facility under this section. 24 Section 2.
