SENATE BILL

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for Guardian of Liberty registration
     3     plates; and establishing the Guardian of Liberty Memorial
     4     Fund to renovate war memorials.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 1360.  Guardian of Liberty plate.
    10     The department, in consultation with the Pennsylvania
    11  Historical and Museum Commission, shall design a special
    12  Guardian of Liberty registration plate. Upon application of any
    13  person, accompanied by a fee of $35 which shall be in addition
    14  to the annual registration fee, the department shall issue the
    15  plate for a passenger car or truck with a gross vehicle weight
    16  rating of not more than 9,000 pounds. The Guardian of Liberty
    17  Memorial Fund shall receive $15 of the fee paid by the applicant
    18  for the plate.


     1     Section 2.  Section 1905 of Title 75 is amended by adding a
     2  subsection to read:
     3  § 1905.  Payments to special funds.
     4     * * *
     5     (d)  Guardian of Liberty Memorial Fund.--Fifteen dollars of
     6  each fee received under section 1360 (relating to Guardian of
     7  Liberty plate) shall be credited to the Guardian of Liberty
     8  Memorial Fund, as follows:
     9         (1)  There is hereby established a special account in the
    10     Treasury Department which shall be known as the Guardian of
    11     Liberty Memorial Fund. The purpose of the Guardian of Liberty
    12     Memorial Fund is for the establishment, restoration or
    13     renovation of memorials or cemeteries and for conducting
    14     commemorative activities to honor persons who have served in
    15     the armed forces.
    16         (2)  All moneys in the Guardian of Liberty Memorial Fund
    17     are hereby annually appropriated to the Pennsylvania
    18     Historical and Museum Commission to be expended by authorized
    19     municipalities and veterans groups, upon application,
    20     approved for the purposes of this subsection.
    21         (3)  Amounts to be expended under this subsection shall
    22     be submitted to the Governor by the Pennsylvania Historical
    23     and Museum Commission for his approval.
    24     Section 3.  This act shall take effect immediately.
