INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, OCTOBER 31, 2000
A RESOLUTION 1 Designating November 2000 as "National Diabetes Month" in 2 Pennsylvania. 3 WHEREAS, The Commonwealth recognizes the importance of 4 diagnosing and treating diabetes effectively; and 5 WHEREAS, The Commonwealth recognizes the importance of 6 promoting diabetes awareness and education; and 7 WHEREAS, The current national yearly health expenditures, for 8 both direct and indirect costs associated with diabetes, are in 9 excess of $98 billion and $6.7 billion in Pennsylvania; and 10 WHEREAS, The number of newly diagnosed people with diabetes 11 across the nation is 798,000 each year; and 12 WHEREAS, The number of people with diabetes in the United
1 States is almost 16 million; and 2 WHEREAS, In the United States 5.2% of the general population, 3 10.8% of the African-American population, 10.6% of the Hispanic 4 and 12.2% of Native American populations have diabetes; and 5 WHEREAS, Diabetes is the leading cause of new blindness in 6 people 20 to 74 years of age; and 7 WHEREAS, Other complications of diabetes include heart 8 disease, stroke, kidney disease, nerve disease and amputation; 9 and 10 WHEREAS, Good control of blood glucose levels in people with 11 diabetes has been shown to dramatically decrease the likelihood 12 of the occurrence of such complications, thus improving the 13 patient's quality of life and decreasing health care 14 expenditures; and 15 WHEREAS, Education concerning diabetes and its treatment is 16 critical to improving blood glucose control; therefore be it 17 RESOLVED, That the House of Representatives designate 18 November 2000 as "National Diabetes Month" in Pennsylvania, in 19 recognition of the value of education in helping to treat 20 diabetes in a cost-effective manner and to improve the quality 21 of life for those people with diabetes; and be it further 22 RESOLVED, That people with diabetes, their families and 23 friends and health care professionals in this Commonwealth are 24 urged to utilize this month to increase their awareness and 25 understanding of diabetes so that in the future people with 26 diabetes will be better able to care for their own needs and 27 others will be better prepared to serve the needs of people with 28 diabetes.
