HOUSE RESOLUTION

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 4, 2000

                                  A RESOLUTION

     1  Promoting the acceptance and use of the new one dollar coin.

     2     WHEREAS, The Congress of the United States with the approval
     3  of the President enacted Public Law 105-124 on December 1, 1997,
     4  section 4 of which is the United States $1 Coin Act of 1997; and
     5     WHEREAS, The United States $1 Coin Act of 1997 calls for the
     6  minting and circulation of a new, golden-colored one dollar
     7  coin; and
     8     WHEREAS,  Pursuant to the United States $1 Coin Act of 1997,
     9  the United States Mint has issued 1 billion golden dollar coins,
    10  800 million of which have been minted at the United States Mint
    11  facility in Philadelphia; and
    12     WHEREAS, The United States Mint facility in Philadelphia is
    13  the largest coin minting facility in the world and is located in
    14  this Commonwealth; and
    15     WHEREAS, Use of the new golden dollar coins will facilitate
    16  retail transactions, including vending machine transactions, bus
    17  and rail system transactions and toll booth transactions; and

     1     WHEREAS, The Federal Government and its taxpayers will save
     2  millions of dollars by substituting dollar coins for dollar
     3  bills because dollar coins will last an average of 30 years and
     4  dollar bills last an average of 18 months; therefore be it
     5     RESOLVED, That the House of Representatives call upon State
     6  and local government agencies in this Commonwealth which deal in
     7  retail transactions with the public to encourage the use of the
     8  dollar coins by promoting acceptance of dollar coins in payment
     9  for goods and services and by offering dollar coins in change to
    10  customers, and, by way of signs or decals, inform the public
    11  that such coins are accepted and available; and be it further
    12     RESOLVED, That the House of Representatives call upon the
    13  banks in this Commonwealth to make dollar coins available to
    14  their customers, and, by way of signs or decals, inform their
    15  customers that such coins are available; and be it further
    16     RESOLVED, That the House of Representatives call upon retail
    17  businesses in this Commonwealth to promote acceptance of dollar
    18  coins in payment for goods and services and to offer dollar
    19  coins in change to their customers, and, by way of signs or
    20  decals, inform their customers that such coins are accepted and
    21  available; and be it further
    22     RESOLVED, That the House of Representatives call upon mass
    23  transit systems, vending machine companies, coin-operated
    24  laundries and other coin-operated and automated retailers in
    25  this Commonwealth to retune their equipment to accept and
    26  dispense dollar coins, and, by way of signs or decals, inform
    27  their customers that such coins are accepted; and be it further
    28     RESOLVED, That copies of this resolution be forwarded to the
    29  Governor's Office, the Pennsylvania Turnpike Commission, the
    30  Department of Revenue, the Division of the Pennsylvania State

     1  Lottery, the Pennsylvania Liquor Control Board, the State System
     2  of Higher Education, the Pennsylvania Bankers Association, the
     3  Pennsylvania Association of Community Bankers, the Pennsylvania
     4  Retailers Association, the Pennsylvania Chamber of Business and
     5  Industry, the Pennsylvania Food Merchants Association, the
     6  Pennsylvania Automatic Merchandising Council, the Pennsylvania
     7  League of Cities and Municipalities, the Pennsylvania Public
     8  Transportation Association, the County Commissioners Association
     9  of Pennsylvania, the Pennsylvania State Association of Boroughs
    10  and the Pennsylvania State Association of Township Supervisors.
