HOUSE RESOLUTION

        INTRODUCED BY ARGALL AND SHANER, SEPTEMBER 26, 2000

        REFERRED TO COMMITTEE ON RULES, SEPTEMBER 26, 2000

                                  A RESOLUTION

     1  Designating the timing during which the Joint Legislative Air
     2     and Water Pollution Control and Conservation Committee shall
     3     complete its evaluation of the feasibility and advisability
     4     of establishing a voluntary water quality credits and trading
     5     program.

     6     WHEREAS, House Resolution 361 provides for the Joint
     7  Legislative Air and Water Pollution Control and Conservation
     8  Committee to conduct an evaluation of the feasibility and
     9  advisability of establishing a voluntary water quality credits
    10  and trading program; and
    11     WHEREAS, House Resolution 361 was adopted on April 18, 2000;
    12  and
    13     WHEREAS, The 180-day time period specified in House
    14  Resolution 361 for the committee to advise certain members of
    15  the House of Representatives of its findings and recommendations
    16  needs to be expanded; therefore be it
    17     RESOLVED, That the House of Representatives direct that upon
    18  completion of the evaluation required by House Resolution 361
    19  the committee advise, in writing, the chairman and minority

     1  chairman of the Environmental Resources and Energy Committee of
     2  the House of Representatives and the chairman and minority
     3  chairman of the Environmental Resources and Energy Committee of
     4  the Senate of its findings and make recommendations, if
     5  necessary, for legislation to authorize and implement a
     6  voluntary water quality credits and trading program in this
     7  Commonwealth.
