        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 4, 1999

                                  A RESOLUTION

     1  Declaring the week of October 3 through 9, 1999, as "Mental
     2     Illness Awareness Week" in Pennsylvania.

     3     WHEREAS, Serious mental illnesses are biological brain
     4  disorders that are definable and treatable; and
     5     WHEREAS, More than one million people throughout this
     6  Commonwealth are affected by a form of mental illness, such as
     7  schizophrenia, manic depression, clinical depression, panic
     8  disorder and obsessive compulsive disorder; and
     9     WHEREAS, With treatment, success rates for severe and
    10  persistent mental illnesses range between 60% and 80% better


     1  than the treatment success rates for many physiological
     2  illnesses; and
     3     WHEREAS, Many individuals with mental illness are capable of
     4  working, attending college and making important contributions to
     5  their communities and this Commonwealth; therefore be it
     6     RESOLVED, That the House of Representatives declare the week
     7  of October 3 through 9, 1999, as "Mental Illness Awareness Week"
     8  in Pennsylvania.
