HOUSE BILL

        SENATOR TILGHMAN, APPROPRIATIONS, IN SENATE, AS AMENDED,
           MAY 1, 2000

                                     AN ACT

     1  Making appropriations to the Thomas Jefferson University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $5,869,000 is hereby appropriated
     6  to the Thomas Jefferson University, Philadelphia, for the fiscal
     7  year July 1, 2000, to June 30, 2001, for instruction in the
     8  Doctor of Medicine program.
     9     (b)  The sum of $4,263,000 is hereby appropriated to the
    10  Thomas Jefferson University, Philadelphia, for the fiscal year
    11  July 1, 2000, to June 30, 2001, for the general maintenance of
    12  the Thomas Jefferson University, including the College of Allied
    13  Health Sciences, student aid and Children's Heart Hospital.
    14     (c)  The sum of $56,000 is hereby appropriated to the
    15  Trustees of Jefferson Medical College and Hospital,
    16  Philadelphia, for the fiscal year July 1, 2000, to June 30,


     1  2001, for a comprehensive program relating to persons with Tay-
     2  Sachs disease.
     3     Section 2.  (a)  Payments to the Thomas Jefferson University
     4  on account of the appropriations provided in section 1(a) and
     5  (b) shall be made quarterly by the Secretary of Education on the
     6  basis of costs during the fiscal year and shall be conditioned
     7  on continuing authority for inclusion on the Board of Trustees
     8  of the Thomas Jefferson University of a minimum of five
     9  individuals who are not elected officials and who are appointed,
    10  one each, by the Governor, the President pro tempore of the
    11  Senate, the Minority Leader of the Senate, the Speaker of the
    12  House of Representatives and the Minority Leader of the House of
    13  Representatives, for terms of office coterminous with that of
    14  their appointing authority; and shall be further conditioned on
    15  these appointees receiving full voting rights as members of the
    16  board of trustees.
    17     (b)  The Thomas Jefferson University shall provide full,
    18  complete and accurate information as may be required by the
    19  Department of Education or the chairman or the minority chairman
    20  of the Appropriations Committee of the Senate or the chairman or
    21  the minority chairman of the Appropriations Committee of the
    22  House of Representatives.
    23     (c)  The Thomas Jefferson University shall report its
    24  revenues and expenditures and present its financial statements
    25  in accordance with generally accepted accounting principles and
    26  procedures for educational institutions as set forth in the
    27  "Higher Education Finance Manual (1975)" and the "Commonwealth
    28  of Pennsylvania Budget Instructions for the State System of
    29  Higher Education, State-Related Universities and Non-State-
    30  Related Colleges and Universities."

     1     (d)  The trustees of the Thomas Jefferson University shall
     2  report on forms provided by the Department of Education to both
     3  the chairman and minority chairman of the Appropriations
     4  Committee of the Senate and the chairman and minority chairman
     5  of the Appropriations Committee of the House of Representatives
     6  by September 30, 2001, on how State-appropriated funds were
     7  expended for fiscal year 2000-2001 to reduce the costs to
     8  Pennsylvania resident students or to provide services to
     9  Pennsylvania residents.
    10     Section 3.  (a)  Payment to Jefferson Medical College and
    11  Hospital on account of the appropriation relating to Tay-Sachs
    12  disease as provided for in section 1(c) shall be made by the
    13  Secretary of Health in equal quarterly payments and shall be
    14  conditioned upon a program which shall include the detection of
    15  Tay-Sachs disease in the community, counseling of individuals
    16  and families, education of the public, coordination of research
    17  into the treatment for Tay-Sachs disease and the expansion of
    18  genetic diagnostic services and treatment of persons with the
    19  disease.
    20     (b)  Jefferson Medical College and Hospital shall provide
    21  full, complete and accurate information as may be required by
    22  the Department of Health or the majority chairman or the          <--
    23  minority chairman of the Appropriations Committee of the Senate
    24  or the majority chairman or the minority chairman of the          <--
    25  Appropriations Committee of the House of Representatives.
    26     Section 4.  This act shall take effect July 1, 2000, or
    27  immediately, whichever is later.
