                                     AN ACT

     1  Making an appropriation to the Philadelphia College of
     2     Osteopathic Medicine, Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $5,222,000 is hereby appropriated to
     6  the Philadelphia College of Osteopathic Medicine, Philadelphia,
     7  for the fiscal year July 1, 2000, to June 30, 2001, for
     8  instruction in the Doctor of Osteopathy program.
     9     Section 2.  Payments to the Philadelphia College of
    10  Osteopathic Medicine on account of the appropriation provided in
    11  section 1 shall be made quarterly by the Secretary of Education
    12  on the basis of costs during the fiscal year and shall be
    13  conditioned on continuing authority for inclusion on the Board
    14  of Trustees of the Philadelphia College of Osteopathic Medicine
    15  of a minimum of five persons who are not elected officials and
    16  who are appointed by the Governor, the President pro tempore of
    17  the Senate, the Minority Leader of the Senate, the Speaker of


     1  the House of Representatives and the Minority Leader of the
     2  House of Representatives for terms of office coterminous with
     3  that of the respective appointing authority.
     4     Section 3.  The Philadelphia College of Osteopathic Medicine
     5  shall provide full, complete and accurate information as may be
     6  required by the Department of Education or the chairman or the
     7  minority chairman of the Appropriations Committee of the Senate
     8  or the chairman or the minority chairman of the Appropriations
     9  Committee of the House of Representatives.
    10     Section 4.  The Philadelphia College of Osteopathic Medicine
    11  shall report its revenues and expenditures and present its
    12  financial statements in accordance with generally accepted
    13  accounting principles and procedures for educational
    14  institutions as set forth in the "Higher Education Finance
    15  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
    16  Instructions for the State System of Higher Education, State-
    17  Related Universities and Non-State-Related Colleges and
    18  Universities."
    19     Section 5.  The Trustees of the Philadelphia College of
    20  Osteopathic Medicine shall report on forms provided by the
    21  Department of Education to both the chairman and minority
    22  chairman of the Appropriations Committee of the Senate and the
    23  chairman and minority chairman of the Appropriations Committee
    24  of the House of Representatives by September 30, 2001, on how
    25  State-appropriated funds were expended for fiscal year 2000-2001
    26  to reduce the costs to Pennsylvania resident students or to
    27  provide services to Pennsylvania residents.
    28     Section 6.  This act shall take effect July 1, 2000, or
    29  immediately, whichever is later.
