                                     AN ACT

     1  Amending Title 23 (Domestic Relations) of the Pennsylvania
     2     Consolidated Statutes, further providing for adoption
     3     definitions and for relinquishment of children to agencies.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 2102 of Title 23 of the Pennsylvania
     7  Consolidated Statutes is amended by adding definitions to read:
     8  § 2102.  Definitions.
     9     The following words and phrases when used in this part shall
    10  have, unless the context clearly indicates otherwise, the
    11  meanings given to them in this section:
    12     * * *
    13     "Emergency medical services."  The services utilized in
    14  responding to the needs of an individual for immediate medical
    15  care in order to prevent loss of life or aggravation of
    16  physiological or psychological illness or injury.


     1     "Emergency medical services provider."  A person that
     2  regularly provides emergency medical services.

     4     Section 2.  Section 2501(a) of Title 23 is amended to read:
     5  § 2501.  Relinquishment to agency.
     6     (a)  Petition.--When any child under the age of 18 years has
     7  been left with an emergency medical services provider that is
     8  unable to contact the parent or guardian of the child, the
     9  emergency medical services provider shall, as soon as it is safe
    10  to do so, transfer custody of the child to an agency. When any
    11  child under the age of 18 years has been in the care of an
    12  agency for a minimum period of three days or, whether or not the
    13  agency has the physical care of the child, the agency has
    14  received a written notice of the present intent to transfer to
    15  it custody of the child, executed by the parent, the parent or
    16  parents of the child may petition the court for permission to
    17  relinquish forever all parental rights and duties with respect
    18  to their child.

    20     Section 3.  This act shall take effect in 60 days.
