           COY, MANDERINO, BELFANTI, WOJNAROSKI, MANN, TRELLO, SOLOBAY,

                                     AN ACT

     1  Amending the act of February 9, 1999 (P.L.    , No.1), entitled
     2     "An act providing for borrowing for capital facilities;
     3     conferring powers and duties on various administrative
     4     agencies and officers; making appropriations; and making
     5     repeals," providing for review and approval of all payments
     6     under the act by the Local Government Committee of the Senate
     7     and the Local Government Committee of the House of
     8     Representatives.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Section 504 of the act of February 9, 1999 (P.L.
    12    , No.1), known as the Capital Facilities Debt Enabling Act, is
    13  amended by adding a paragraph to read:
    14  Section 504.  Requirement.
    15     In order for grants of Commonwealth funds to be used to
    16  construct or renovate a facility, the contracting municipality
    17  or contracting authority must contract with the professional
    18  sports organization to ensure compliance by the professional
    19  sports organization with the following terms and conditions:

     2         (4.1)  Agreement by the professional sports organization
     3     to file quarterly written reports to the Governor and the
     4     Local Government Committee of the Senate and the Local
     5     Government Committee of the House of Representatives
     6     describing in detail the progress of the construction or
     7     renovation of the facility, including expenditures of grant
     8     and other funds to date, problems encountered or anticipated
     9     and solutions or proposed solutions, percentage of completion
    10     to date and anticipated date of completion.

    12     Section 2.  This act shall take effect in 60 days.
