           DeLUCA, BELFANTI, E. Z. TAYLOR, JAMES, WILT, RAMOS,
           HUTCHINSON AND BARD, MARCH 22, 1999

        REFERRED TO COMMITTEE ON TRANSPORTATION, MARCH 22, 1999

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, authorizing certain charitable organizations to
     3     solicit funds on highways.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 3545 of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 3545.  Pedestrians soliciting rides or business.
     9     No person shall:
    10         (1)  Stand on a roadway for the purpose of soliciting a
    11     ride.
    12         (2)  Stand on a roadway for the purpose of soliciting
    13     employment, business or contributions from the occupant of
    14     any vehicle. This provision does not apply to a charitable
    15     organization registered under the act of December 19, 1990
    16     (P.L.1200, No.202), known as the Solicitation of Funds for
    17     Charitable Purposes Act, which has the approval of the


     1     political subdivision in which the solicitation takes place.
     2         (3)  Stand on or in proximity to a highway for the
     3     purpose of soliciting the watching or guarding of any vehicle
     4     while parked or about to be parked on a street or highway.
     5     Section 2.  This act shall take effect in 60 days.
