AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation FOR THE MCP HAHNEMANN UNIVERSITY AND FOR <-- 3 CONTINUATION OF PEDIATRIC SERVICES. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. (a) The sum of $8,142,000 is hereby appropriated 7 to the Philadelphia Health and Education Corporation for the MCP 8 Hahnemann University for the fiscal year July 1, 1999, to June 9 30, 2000, for instruction in the Doctor of Medicine program. 10 (b) The sum of $1,798,000 is hereby appropriated to the 11 Philadelphia Health and Education Corporation for the MCP 12 Hahnemann University for the fiscal year July 1, 1999, to June 13 30, 2000, for the general maintenance of the MCP Hahnemann 14 University, including the Allied Health, Professions and 15 Graduate School of the MCP Hahnemann University, and student 16 aid. 17 (c) The sum of $321,000 is hereby appropriated to the
1 Philadelphia Health and Education Corporation for the MCP 2 Hahnemann University for the fiscal year July 1, 1999, to June 3 30, 2000, for minority educational and recruitment programs. 4 (d) The sum of $500,000 is hereby appropriated to the <-- 5 Philadelphia Health and Education Corporation for the MCP 6 Hahnemann University for the fiscal year July 1, 1999, to June 7 30, 2000, for cardiovascular and heart failure/transplant 8 studies. 9 (e) (D) The sum of $2,000,000 $3,000,000 is hereby <-- 10 appropriated to the Philadelphia Health and Education 11 Corporation for the MCP Hahnemann University for the fiscal year 12 July 1, 1999, to June 30, 2000, for transition expenses. 13 (E) THE SUM OF $791,000 IS HEREBY APPROPRIATED TO THE <-- 14 PHILADELPHIA HEALTH AND EDUCATION CORPORATION, FOR THE FISCAL 15 YEAR JULY 1, 1999, TO JUNE 30, 2000, FOR CONTINUED PEDIATRIC 16 OUTPATIENT AND INPATIENT TREATMENT OF SEVERE PHYSICALLY 17 DISABLING DISEASES. 18 (F) THE SUM OF $166,000 IS HEREBY APPROPRIATED TO THE 19 PHILADELPHIA HEALTH AND EDUCATION CORPORATION, FOR THE FISCAL 20 YEAR JULY 1, 1999, TO JUNE 30, 2000, FOR CONTINUED SUPPORT OF 21 THE HANDICAPPED CHILDREN'S CLINIC. 22 Section 2. Payments to the Philadelphia Health and Education <-- 23 Corporation for the MCP Hahnemann University on account of the 24 appropriations provided in section 1 shall be made quarterly by 25 the Secretary of Education on the basis of costs during the 26 fiscal year. The secretary shall not release more than the first 27 quarterly payment until such time as the trustees of 28 Philadelphia Health and Education Corporation for the MCP 29 Hahnemann University agree in writing to include a minimum of 30 five members appointed by the Governor and the General Assembly. 19990H0994B1804 - 2 -
1 The Governor, the President pro tempore of the Senate, the 2 Minority Leader of the Senate, the Speaker of the House of 3 Representatives and the Minority Leader of the House of 4 Representatives may each, upon receipt of the written agreement 5 from the trustees, appoint a nonelected official to serve as a 6 member of the board and the terms of office shall be coterminous 7 with that of their appointing authority. 8 SECTION 2. (A) PAYMENTS TO THE PHILADELPHIA HEALTH AND <-- 9 EDUCATION CORPORATION FOR THE MCP HAHNEMANN UNIVERSITY ON 10 ACCOUNT OF THE APPROPRIATIONS PROVIDED IN SECTION 1 1(A), (B), <-- 11 (C) AND (D) SHALL BE MADE QUARTERLY BY THE SECRETARY OF 12 EDUCATION ON THE BASIS OF COSTS DURING THE FISCAL YEAR AND SHALL 13 BE CONDITIONED ON CONTINUING AUTHORITY FOR INCLUSION ON THE 14 BOARD OF TRUSTEES OF THE PHILADELPHIA HEALTH AND EDUCATION 15 CORPORATION OF A MINIMUM OF FIVE PERSONS WHO ARE NOT ELECTED 16 OFFICIALS AND WHO ARE APPOINTED BY THE GOVERNOR, THE PRESIDENT 17 PRO TEMPORE OF THE SENATE, THE MINORITY LEADER OF THE SENATE, 18 THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE MINORITY 19 LEADER OF THE HOUSE OF REPRESENTATIVES FOR TERMS OF OFFICE 20 COTERMINOUS WITH THAT OF THE RESPECTIVE APPOINTING AUTHORITY. 21 (B) PAYMENTS TO THE PHILADELPHIA HEALTH AND EDUCATION <-- 22 CORPORATION ON ACCOUNT OF THE APPROPRIATIONS PROVIDED IN SECTION 23 1(E) AND (F) SHALL BE MADE BY THE SECRETARY OF HEALTH IN EQUAL 24 QUARTERLY PAYMENTS. 25 Section 3. (A) The Philadelphia Health and Education <-- 26 Corporation for the MCP Hahnemann University shall provide full, 27 complete and accurate information as may be required by the 28 Department of Education or the chairman or the minority chairman 29 of the Appropriations Committee of the Senate or the chairman or 30 the minority chairman of the Appropriations Committee of the 19990H0994B1804 - 3 -
1 House of Representatives. 2 (B) THE PHILADELPHIA HEALTH AND EDUCATION CORPORATION SHALL <-- 3 PROVIDE FULL, COMPLETE AND ACCURATE INFORMATION FOR THE 4 APPROPRIATION UNDER SECTION 1(E) AND (F) AS MAY BE REQUIRED BY 5 THE DEPARTMENT OF HEALTH OR THE CHAIRMAN OR THE MINORITY 6 CHAIRMAN OF THE APPROPRIATIONS COMMITTEE OF THE SENATE OR THE 7 CHAIRMAN OR THE MINORITY CHAIRMAN OF THE APPROPRIATIONS 8 COMMITTEE OF THE HOUSE OF REPRESENTATIVES. 9 Section 4. The Philadelphia Health and Education Corporation 10 for the MCP Hahnemann University shall report its revenues and 11 expenditures and present its financial statements in accordance 12 with generally accepted accounting principles and procedures for 13 educational institutions as set forth in the "Higher Education 14 Finance Manual (1975)" and the "Commonwealth of Pennsylvania 15 Budget Instructions for the State System of Higher Education, 16 State-Related Universities and Non-State-Related Colleges and 17 Universities." 18 Section 5. The trustees of the Philadelphia Health and 19 Education Corporation for the MCP Hahnemann University shall 20 report on forms provided by the Department of Education to both 21 the chairman and minority chairman of the Appropriations 22 Committee of the Senate and the chairman and minority chairman 23 of the Appropriations Committee of the House of Representatives 24 by September 30, 2000, on how State-appropriated funds were 25 expended for fiscal year 1999-2000 to reduce the costs to 26 Pennsylvania resident students or to provide services to 27 Pennsylvania residents. 28 Section 6.
