AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation FOR THE MCP HAHNEMANN UNIVERSITY. <-- 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $8,142,000 is hereby appropriated 6 to the Philadelphia Health and Education Corporation for the MCP 7 Hahnemann University for the fiscal year July 1, 1999, to June 8 30, 2000, for instruction in the Doctor of Medicine program. 9 (b) The sum of $1,798,000 is hereby appropriated to the 10 Philadelphia Health and Education Corporation for the MCP 11 Hahnemann University for the fiscal year July 1, 1999, to June 12 30, 2000, for the general maintenance of the MCP Hahnemann 13 University, including the Allied Health, Professions and 14 Graduate School of the MCP Hahnemann University, and student 15 aid. 16 (c) The sum of $321,000 is hereby appropriated to the
1 Philadelphia Health and Education Corporation for the MCP 2 Hahnemann University for the fiscal year July 1, 1999, to June 3 30, 2000, for minority educational and recruitment programs. 4 (d) The sum of $500,000 is hereby appropriated to the <-- 5 Philadelphia Health and Education Corporation for the MCP 6 Hahnemann University for the fiscal year July 1, 1999, to June 7 30, 2000, for cardiovascular and heart failure/transplant 8 studies. 9 (e) (D) The sum of $2,000,000 $3,000,000 is hereby <-- 10 appropriated to the Philadelphia Health and Education 11 Corporation for the MCP Hahnemann University for the fiscal year 12 July 1, 1999, to June 30, 2000, for transition expenses. 13 Section 2. Payments to the Philadelphia Health and Education <-- 14 Corporation for the MCP Hahnemann University on account of the 15 appropriations provided in section 1 shall be made quarterly by 16 the Secretary of Education on the basis of costs during the 17 fiscal year. The secretary shall not release more than the first 18 quarterly payment until such time as the trustees of 19 Philadelphia Health and Education Corporation for the MCP 20 Hahnemann University agree in writing to include a minimum of 21 five members appointed by the Governor and the General Assembly. 22 The Governor, the President pro tempore of the Senate, the 23 Minority Leader of the Senate, the Speaker of the House of 24 Representatives and the Minority Leader of the House of 25 Representatives may each, upon receipt of the written agreement 26 from the trustees, appoint a nonelected official to serve as a 27 member of the board and the terms of office shall be coterminous 28 with that of their appointing authority. 29 SECTION 2. PAYMENTS TO THE PHILADELPHIA HEALTH AND EDUCATION <-- 30 CORPORATION FOR THE MCP HAHNEMANN UNIVERSITY ON ACCOUNT OF THE 19990H0994B1761 - 2 -
1 APPROPRIATIONS PROVIDED IN SECTION 1 SHALL BE MADE QUARTERLY BY 2 THE SECRETARY OF EDUCATION ON THE BASIS OF COSTS DURING THE 3 FISCAL YEAR AND SHALL BE CONDITIONED ON CONTINUING AUTHORITY FOR 4 INCLUSION ON THE BOARD OF TRUSTEES OF THE PHILADELPHIA HEALTH 5 AND EDUCATION CORPORATION OF A MINIMUM OF FIVE PERSONS WHO ARE 6 NOT ELECTED OFFICIALS AND WHO ARE APPOINTED BY THE GOVERNOR, THE 7 PRESIDENT PRO TEMPORE OF THE SENATE, THE MINORITY LEADER OF THE 8 SENATE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE 9 MINORITY LEADER OF THE HOUSE OF REPRESENTATIVES FOR TERMS OF 10 OFFICE COTERMINOUS WITH THAT OF THE RESPECTIVE APPOINTING 11 AUTHORITY. 12 Section 3. The Philadelphia Health and Education Corporation 13 for the MCP Hahnemann University shall provide full, complete 14 and accurate information as may be required by the Department of 15 Education or the chairman or the minority chairman of the 16 Appropriations Committee of the Senate or the chairman or the 17 minority chairman of the Appropriations Committee of the House 18 of Representatives. 19 Section 4. The Philadelphia Health and Education Corporation 20 for the MCP Hahnemann University shall report its revenues and 21 expenditures and present its financial statements in accordance 22 with generally accepted accounting principles and procedures for 23 educational institutions as set forth in the "Higher Education 24 Finance Manual (1975)" and the "Commonwealth of Pennsylvania 25 Budget Instructions for the State System of Higher Education, 26 State-Related Universities and Non-State-Related Colleges and 27 Universities." 28 Section 5. The trustees of the Philadelphia Health and 29 Education Corporation for the MCP Hahnemann University shall 30 report on forms provided by the Department of Education to both 19990H0994B1761 - 3 -
1 the chairman and minority chairman of the Appropriations 2 Committee of the Senate and the chairman and minority chairman 3 of the Appropriations Committee of the House of Representatives 4 by September 30, 2000, on how State-appropriated funds were 5 expended for fiscal year 1999-2000 to reduce the costs to 6 Pennsylvania resident students or to provide services to 7 Pennsylvania residents. 8 Section 6.
