                                     AN ACT

     1  Making an appropriation to the Department of Education for the
     2     purchase of machinery and equipment for technical work force
     3     development and job training programs in area vocational and
     4     technical schools and community colleges.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Definitions.
     8     The following words and phrases when used in this act shall
     9  have the meanings given to them in this section unless the
    10  context clearly indicates otherwise:
    11     "Area vocational-technical school."  A vocational school
    12  operating under subdivision (c) of Article XVIII of the act of
    13  March 10, 1949 (P.L.30, No.14), known as the Public School Code
    14  of 1949, and that offers vocational-technical education programs
    15  for specific technical occupations.
    16     "Community college."  A school operating under Article XIX-A
    17  of the act of March 10, 1949 (P.L.30, No.14), known as the

     1  Public School Code of 1949.
     2     "Full-time program enrollees."  All full-time enrolled
     3  students at a community college who specifically participate in
     4  the technical work force development and job training program at
     5  the college.
     6     "Machinery and equipment."  Machines, machine parts, tools,
     7  hardware or other related elements that operate together.
     8     "Occupational advisory committee."  An advisory committee for
     9  the technical work force development and job training program
    10  for an area vocational-technical school composed of
    11  representatives of local trades, industries, business, research
    12  and educational agencies, occupations and administrators of the
    13  participating school district and that provides advice on such
    14  matters as needed for particular shops, laboratory, occupation,
    15  equipment, curriculum, labor management coordination, business
    16  and industrial requirements or any other items as specified and
    17  pursuant to section 1842 of the act of March 10, 1949 (P.L.30,
    18  No.14), known as the Public School Code of 1949, and any
    19  regulations relating thereto.
    20     "Technical work force development and job training program."
    21  A secondary and postsecondary educational program designed to
    22  train for specific technically advanced skills that coincide
    23  with employment vacancies and needs in local industry clusters,
    24  occupations or business.
    25  Section 2.  Appropriation.
    26     The sum of $10,000,000, is hereby appropriated to the
    27  Department of Education for the fiscal year July 1, 1999, to
    28  June 30, 2000. From this sum, $5,000,000 shall be allocated to
    29  area vocational-technical schools and $5,000,000 shall be
    30  allocated to community colleges in accordance with the

     1  following:
     2         (1)  Each area vocational-technical school shall be
     3     reimbursed up to 50% of the purchase price of machinery and
     4     equipment purchased in accordance with the recommendations of
     5     the occupational advisory committee for that school regarding
     6     the school's technical work force and job training programs.
     7     The basis for a committee's recommendations to the area
     8     vocational-technical school shall be to upgrade or enhance,
     9     or both, vocational secondary education programs that provide
    10     technical skills training and promote cooperative work force
    11     development initiatives between the schools and the
    12     industries, industry clusters, businesses or occupations
    13     represented on the occupational advisory council.
    14         (2)  A community college that maintains full-time
    15     enrollments in a work force development program and purchases
    16     machinery and equipment for those programs shall be eligible
    17     for a portion of the funds appropriated under this section.
    18     The amount distributed to each eligible community college
    19     will be determined by the total number of full-time program
    20     enrollees divided by the amount of the appropriation
    21     designated for community colleges under this act. All money
    22     distributed to eligible community colleges under this act
    23     shall be used solely for the purchase of machinery and
    24     equipment for the work force development programs.
    25  Section 3.  Effective date.
    26     This act shall take effect July 1, 1999, or immediately,
    27  whichever is later.
