        INTRODUCED BY BELAN, EARLL, HELFRICK, SALVATORE, BRIGHTBILL,
           TARTAGLIONE, COSTA, STOUT, ROBBINS, BODACK, KUKOVICH,
           WOZNIAK, O'PAKE, RHOADES, MURPHY, TOMLINSON, FUMO, MELLOW,
           SCHWARTZ, LEMMOND, STAPLETON, WHITE, GREENLEAF, MUSTO,
           AFFLERBACH, KITCHEN, SLOCUM, MADIGAN, GERLACH, HART AND
           WAGNER, NOVEMBER 24, 1997

        INTRODUCED AND ADOPTED, NOVEMBER 24, 1997

                                  A RESOLUTION

     1  Declaring December 15, 1997, as "Bill of Rights Day" in
     2     Pennsylvania.

     3     WHEREAS, All citizens of the United States have rights and
     4  duties established by the Constitution of the United States and
     5  its bylaws; and
     6     WHEREAS, All citizens have the constitutionally guaranteed
     7  right to express opinions on issues of personal importance; and
     8     WHEREAS, Repeal of those rights has been threatened by
     9  several uninformed individuals or groups; and
    10     WHEREAS, The Supreme Court of the United States has
    11  reaffirmed that all powers not given to Federal Government are
    12  reserved to states; and
    13     WHEREAS, The Constitution of the United States is not a
    14  collection of unrelated parts but rather a coordinated,
    15  interrelated linkage of rights; and
    16     WHEREAS, The Bill of Rights is the indivisible centerpiece of

     1  the Constitution of the United States in that it states the
     2  rights of all citizens; and
     3     WHEREAS, The Bill of Rights should be honored in its
     4  entirety; therefore be it
     5     RESOLVED, That the Senate declare December 15, 1997, as "Bill
     6  of Rights Day" in Pennsylvania.
