SENATE BILL

                                     AN ACT

     1  Amending Title 18 (Crimes and Offenses) of the Pennsylvania
     2     Consolidated Statutes, further providing for license to carry
     3     a concealed weapon.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 6109(e)(1) of Title 18 of the
     7  Pennsylvania Consolidated Statutes is amended by adding a
     8  subparagraph to read:
     9  § 6109.  Licenses.

    11     (e)  Issuance of license.--
    12         (1)  A license to carry a firearm shall be for the
    13     purpose of carrying a firearm concealed on or about one's
    14     person or in a vehicle and shall be issued if, after an
    15     investigation not to exceed 45 days, it appears that the
    16     applicant is an individual concerning whom no good cause
    17     exists to deny the license. A license shall not be issued to
    18     any of the following:

     2             (xiv)  An individual who fails to present evidence of
     3         competence with a firearm by satisfying any one of the
     4         following criteria:
     5                 (A)  Completion of any hunter education or hunter
     6             safety course approved by the Pennsylvania Game
     7             Commission or a similar agency of another state.
     8                 (B)  Completion of any National Rifle Association
     9             firearms safety or training course.
    10                 (C)  Completion of any firearms safety or
    11             training course or class available to the general
    12             public offered by a law enforcement institution or
    13             organization, a community college, college or private
    14             or public institution or organization or firearms
    15             training school utilizing instructors certified by
    16             the National Rifle Association.
    17                 (D)  Completion of any law enforcement firearms
    18             safety or training course or class offered for
    19             security guards, investigators, special deputies or
    20             any division or subdivision of law enforcement or
    21             security enforcement.
    22                 (E)  Presents evidence of equivalent experience
    23             with a firearm through participation in organized
    24             shooting competition or military service.
    25                 (F)  Is licensed or has been licensed to carry a
    26             firearm in this Commonwealth, unless such license has
    27             been revoked for cause.
    28                 (G)  Completion of any firearms training or
    29             safety course or class conducted by a State-certified
    30             or National Rifle Association-certified firearms

     1             instructor.
     2         A photocopy of a certificate of completion of any of the
     3         courses or classes; or an affidavit from the instructor,
     4         school, club, organization or group that conducted or
     5         taught said course or class attesting to the completion
     6         of the course or class by the applicant; or a copy of any
     7         document which shows completion of the course or class or
     8         evidences participation in firearms competition shall
     9         constitute evidence of qualification.

    11     Section 2.  This act shall take effect in 60 days.
