REFERRED TO EDUCATION, JULY 11, 1997
AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," further providing for reimbursements 6 for the cost of providing special school police at dangerous 7 intersections or other areas immediately around schools to 8 certain school districts. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 12 as the Public School Code of 1949, is amended by adding a 13 section to read: 14 Section 2524.1. Payments on Account of Special School Police 15 Provided at Dangerous Intersections or Areas Immediately Around 16 Schools.--(a) School districts which do not provide pupil 17 transportation for at least seventy-five percent (75%) of its 18 student population shall be paid by the Commonwealth for every 19 school year for their cost of providing special school police at 20 dangerous intersections or areas of high traffic volume
1 immediately around schools. The police department or other law 2 enforcement agency that handles traffic control and enforcement 3 and the Department of Transportation shall inspect and certify 4 the intersections or other areas of high traffic volume 5 immediately around schools that will be served by special school 6 police. Such inspections and certifications will define the 7 thoroughfares as those used by a high volume of traffic so the 8 crossing or transversal of such thoroughfares or areas may place 9 the life of a child at risk, in danger or constitute a hazard to 10 the safety of the child. Such thoroughfares will include any 11 State highways or those routes determined by police and the 12 Department of Transportation as a main route of traffic and may 13 include areas of high traffic around individual schools. The 14 board of school directors may authorize its superintendent to 15 request the police and the Department of Transportation to 16 inspect specific intersections or other areas immediately around 17 schools and certify them for use of special school police. 18 (b) The amount which the Commonwealth shall reimburse school 19 districts shall be determined by multiplying the aid ratio of 20 the district by the total cost to the district of providing 21 special school police. 22 (c) The special school police shall be hired and shall have 23 the duties as provided for in section 2110 of the act of June 24 23, 1931 (P.L.932, No.317), known as "The Third Class City 25 Code." 26 Section 2. This act shall take effect immediately. D18L24JLW/19970S1053B1245 - 2 -
