SENATE BILL

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," prohibiting practicing of
     6     psychological methods by public school teachers and
     7     counselors.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    11  as the Public School Code of 1949, is amended by adding a
    12  section to read:
    13     Section 108.1.  Psychological Practice.--Public school
    14  teachers and guidance counselors shall not practice
    15  psychological methods, except in the context of simple acts of
    16  persuasion or crisis intervention, as defined by the act of
    17  March 23, 1972 (P.L.136, No.52), known as the "Professional
    18  Psychologists Practice Act," and any practice of psychological
    19  methods shall be permissible only with prior, written, informed
    20  parental consent.

     1     Section 2.  This act shall take effect in 60 days.
