                                     AN ACT

     1  Amending the act of April 25, 1986 (P.L.89, No.33), entitled "An
     2     act amending the act of March 23, 1972 (P.L.136, No.52),
     3     entitled 'An act relating to the practice of psychology,
     4     providing for licensing of psychologists, making certain acts
     5     illegal and providing penalties,' reestablishing the State
     6     Board of Psychologist Examiners as the State Board of
     7     Psychology; providing for its composition, powers and duties;
     8     changing provisions relating to the issuance of licenses and
     9     the suspension and revocation of licenses; providing for
    10     fees; providing penalties; and making repeals," further
    11     providing for the implementation of the required transition
    12     period for prospective psychologists.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Section 20 of the act of April 25, 1986 (P.L.89,
    16  No.33), entitled "An act amending the act of March 23, 1972
    17  (P.L.136, No.52), entitled 'An act relating to the practice of
    18  psychology, providing for licensing of psychologists, making
    19  certain acts illegal and providing penalties,' reestablishing
    20  the State Board of Psychologist Examiners as the State Board of
    21  Psychology; providing for its composition, powers and duties;
    22  changing provisions relating to the issuance of licenses and the


     1  suspension and revocation of licenses; providing for fees;
     2  providing penalties; and making repeals," amended July 13, 1988
     3  (P.L.508, No.88), is amended to read:
     4     Section 20.  (a)  To provide a transition period for persons
     5  who had completed or were enrolled in a graduate degree program
     6  in psychology or another of the behavioral sciences as of
     7  September 30, 1986, to apply for licensure under rules in
     8  existence immediately prior to the effective date of this act,
     9  the board, until December 31, 1995, shall issue initial licenses
    10  to persons who:
    11         (1)  by December 31, 1994, submitted evidence in a manner
    12     prescribed by the board of having, as of September 30, 1986,
    13     completed or been then currently enrolled in a graduate
    14     degree program in psychology or another of the behavioral
    15     sciences; and
    16         (2)  have completed three years of supervised experience
    17     as a psychologist-in-training, 3,500 hours of which shall
    18     have been supervised by a licensed psychologist in accordance
    19     with the requirements of the board; and
    20         (3)  have fulfilled all administrative requirements of
    21     the board as of December 31, 1994, and possessed all of the
    22     other qualifications for licensure in effect at the time of
    23     the examination; and
    24         (4)  have satisfactorily passed the examination.
    25     (b) (1)  The State Board of Psychology shall offer the
    26     privilege of a second Pennsylvania Psychology Law
    27     Examination, with the payment of an additional fee, to
    28     masters degree candidates who, as of December 31, 1995, had
    29     passed the Examination for Professional Practice in
    30     Psychology but failed the Pennsylvania Psychology Law

     1     Examination. The reexamination shall take place within one
     2     year after the effective date of this amendatory act.
     3         (2)  The State Board of Psychology shall issue initial
     4     licenses to persons who meet the requirements of paragraph
     5     (1) and have satisfactorily passed the subsequent examination
     6     offered by the board.
     7     Section 2.  This act shall take effect in 30 days.
