        REFERRED TO COMMITTEE ON RULES, APRIL 27, 1998

                            A CONCURRENT RESOLUTION

     1  Supporting a new Statewide recycling goal for all municipal
     2     waste and source-separated recycled materials generated
     3     within this Commonwealth.

     4     WHEREAS, The success of Pennsylvania's recycling program has
     5  made a valuable social, economic and environmental contribution
     6  to this Commonwealth; and
     7     WHEREAS, The public and private sectors have made
     8  considerable progress in creating and supporting markets for
     9  recyclable materials collected in Pennsylvania; and
    10     WHEREAS, In 1988 the General Assembly established a recycling
    11  goal of 25% to be reached by 1998; and
    12     WHEREAS, Pennsylvania met this 25% recycling goal in 1997;
    13  and
    14     WHEREAS, Over 9 million citizens of this Commonwealth


     1  participate in curbside and drop-off recycling programs; and
     2     WHEREAS, The Commonwealth provides financial and technical
     3  assistance to start local recycling programs and develop markets
     4  for recyclables; and
     5     WHEREAS, All 67 counties in this Commonwealth have developed
     6  municipal waste management plans to assure waste disposal
     7  capacity for the next ten years; and
     8     WHEREAS, Of the communities mandated to recycle, 98% collect
     9  more than the three materials required by law, and 42% of these
    10  communities collect eight or more materials; and
    11     WHEREAS, Lieutenant Governor Mark S. Schweiker, on October
    12  21, 1997, announced the administration's goal of achieving a 35%
    13  recycling rate Statewide by the end of the year 2002; and
    14     WHEREAS, The Governor's Executive Council on Recycling
    15  Development and Waste Reduction continues to maximize the
    16  efforts of State government and Pennsylvania's recycling
    17  industry; and
    18     WHEREAS, More than 85 Pennsylvania manufacturers now produce
    19  products with recycled content, and the processing and
    20  production of recycled materials represents more than 4% of all
    21  the manufacturing jobs in this Commonwealth; and
    22     WHEREAS, This progress and commitment to successful recycling
    23  and market development in Pennsylvania is continuing to meet the
    24  needs of our citizens into the next century; and
    25     WHEREAS, Recycling and waste reduction are integral to
    26  meeting the waste management goals of this Commonwealth;
    27  therefore be it
    28     RESOLVED (the Senate concurring), That the General Assembly
    29  support the administration's goal that at least 35% of all
    30  municipal and source-separated recyclable materials generated in

     1  this Commonwealth on and after January 1, 2003, be available to
     2  the recycling markets.
