INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, OCTOBER 22, 1997
A RESOLUTION 1 Declaring October 20, 1997, as "Pennsylvania Child Care Day." 2 WHEREAS, Hundreds of thousands of children in this 3 Commonwealth are enrolled in day-care facilities; and 4 WHEREAS, Women, who are the primary caregivers of children 5 under school age, are pursuing careers outside of the home more 6 frequently than ever before; and 7 WHEREAS, The high cost of living often necessitates parents, 8 single or married, to work outside of the home; and 9 WHEREAS, Children who attend day-care facilities receive 10 educational instruction which reinforces primary skills that are 11 often taught at home; and 12 WHEREAS, Government-sponsored programs, such as Head Start, 13 have been proven to increase a child's learning capacity at the 14 elementary level; and 15 WHEREAS, Loving and supportive day-care providers give young 16 children the nurturing which they need throughout the day while 17 their parents are at work; and
1 WHEREAS, It is necessary and desirable to show appreciation 2 for the plight of working parents who daily entrust the care of 3 their children to diligent workers, who play games, patch 4 bruises, wipe noses and teach the children valuable educational 5 and social skills; therefore be it 6 RESOLVED, That the House of Representatives declare October 7 20, 1997, as "Pennsylvania Child Care Day."
