                            A CONCURRENT RESOLUTION

     1  Memorializing the Congress of the United States to take steps to
     2     control violence on television.

     3     WHEREAS, Television is a major part of the culture in this
     4  Commonwealth and in our Nation; and
     5     WHEREAS, Our children are very impressionable and are greatly
     6  influenced by what they see on television; and
     7     WHEREAS, A large portion of television programming depicts
     8  graphic violence and presents weapons in a particularly exciting
     9  manner; and
    10     WHEREAS, Such depiction and presentation is not really
    11  necessary for plot development or artistic expression; and
    12     WHEREAS, Television broadcasting is a matter of Federal
    13  jurisdiction under the Communications Act of 1934 (48 Stat.
    14  1064, 47 U.S.C. § 151 et seq.); therefore be it
    15     RESOLVED (the Senate concurring), That the General Assembly


     1  of the Commonwealth of Pennsylvania memorialize Congress to
     2  regulate television programming so as to eliminate graphic
     3  depiction of violence, such as spurting blood and severance of
     4  body parts, and to regulate presentation of dangerous weapons by
     5  minimizing on-screen time; and be it further
     6     RESOLVED, That copies of this resolution be transmitted to
     7  the presiding officers of each house of Congress and to each
     8  member of Congress from Pennsylvania.
