A RESOLUTION 1 Directing the Legislative Budget and Finance Committee to 2 conduct a performance audit of the Emergency Medical Services 3 Operating Fund. 4 WHEREAS, Act 45 of 1985 created the Emergency Medical 5 Services Operating Fund to provide support to the development of 6 the emergency medical services system, specifically for the 7 "initiation, expansion, maintenance and improvement of emergency 8 medical services, including ambulance and communications 9 equipment and for training, education and ambulance licensure 10 purposes"; and 11 WHEREAS, The Emergency Medical Services Operating Fund 12 receives moneys collected through moving traffic violation fines 13 and the Accelerated Rehabilitative Disposition fees which 14 generate approximately $12 million annually, 25% of which funds 15 the Catastrophic Medical and Rehabilitation Fund; and 16 WHEREAS, The Department of Health contracts with 16 private 17 agencies to administer portions of the emergency medical 18 services system at the regional level, including the
1 distribution of funds to providers, administration of training 2 and education programs and inspection of ambulance service 3 units; and 4 WHEREAS, The Legislative Budget and Finance Committee 5 conducted a comprehensive performance audit of the Department of 6 Health's administration of the Emergency Medical Services 7 Operating Fund in 1991 which recommended changes to increase 8 efficiency and performance of the program; and 9 WHEREAS, This audit did not include the administration of the 10 emergency medical services system or the Emergency Medical 11 Services Operating Fund at the regional level; and 12 WHEREAS, The Health and Human Services Committee, pursuant to 13 House Resolution No. 61 of the 1993-1994 session and House 14 Resolution No. 92 of the 1995-1996 session, conducted an 15 investigation of the emergency medical services system; and 16 WHEREAS, The Health and Human Services Committee's final 17 report on the emergency medical services system included a 18 recommendation that a performance audit be conducted for all 19 levels of the emergency medical services system and the 20 Emergency Medical Services Operating Fund; therefore be it 21 RESOLVED, That the Legislative Budget and Finance Committee 22 conduct a performance audit of the Emergency Medical Services 23 Operating Fund, including State and regional council 24 administration of the fund and the program; and be it further 25 RESOLVED, That the Legislative Budget and Finance Committee 26 be directed in their investigation by the concerns raised by the 27 Health and Human Services Committee in the final report 28 presented to the House of Representatives November 1996; and be 29 it further 30 RESOLVED, That the Legislative Budget and Finance Committee 19970H0186R1865 - 2 -
1 review the recommendations presented in their previous 2 performance audits of the Emergency Medical Services Operating 3 Fund and investigate the implementation of these 4 recommendations; and be it further 5 RESOLVED, That the Legislative Budget and Finance Committee 6 report to the House of Representatives its activities, findings 7 and recommendations by January 30, 1998.
