HOUSE RESOLUTION

No. 138 Session of 1997


        INTRODUCED BY ZUG, GLADECK, FARGO, M. N. WRIGHT, SAYLOR, RUBLEY,
           SATHER, CORNELL, TULLI, MELIO, TRUE, BARRAR, EGOLF, ROHRER
           AND HARHART, APRIL 16, 1997

        REFERRED TO COMMITTEE ON RULES, APRIL 16, 1997

                                  A RESOLUTION

     1  Declaring that the House of Representatives shall deem the
     2     collective bargaining agreements between the Commonwealth and
     3     the four unions representing Pennsylvania Liquor Store
     4     employees breached and shall cease to provide State
     5     appropriations to the employee benefit funds unless by June
     6     10, 1997, an audit of the funds is completed in accordance
     7     with the collective bargaining agreements.

     8     WHEREAS, Under the collective bargaining agreements between
     9  the Commonwealth and the four unions representing employees of
    10  the Pennsylvania Liquor Stores, the unions agreed to allow the
    11  Commonwealth to conduct audits of their employee benefit funds;
    12  and
    13     WHEREAS, To date, no audits have been performed and
    14  cooperation of these unions to submit to audit has not been
    15  forthcoming; and
    16     WHEREAS, The Commonwealth uses tax revenues to make
    17  appropriations to these employee benefit funds but has had no
    18  audits to ensure that the appropriations are being used in the
    19  agreed-to manner; therefore be it
    20     RESOLVED, That the House of Representatives shall deem the

     1  collective bargaining agreements between the Commonwealth and
     2  the four unions representing Pennsylvania Liquor Store employees
     3  breached and shall cease to provide State appropriations to the
     4  employee benefit funds unless by June 10, 1997, an audit of the
     5  funds is completed in accordance with the collective bargaining
     6  agreements; and be it further
     7     RESOLVED, That copies of this resolution be transmitted to
     8  the Pennsylvania Liquor Control Board which shall, in turn,
     9  transmit copies immediately to the four unions representating
    10  Pennsylvania Liquor Store employees.
