        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 8, 1997

                                  A RESOLUTION

     1  Memorializing the Governor to proclaim May 1997 as "Celebrate to
     2     Live Month" in Pennsylvania.

     3     WHEREAS, The days of youth represent a vibrant time filled
     4  with an array of challenges and beams of hope and promise for
     5  the future; and
     6     WHEREAS, Unfortunately, these years sometimes are accompanied
     7  by a great deal of peer pressure to use alcohol and illegal
     8  drugs as a means of securing false enjoyment; and
     9     WHEREAS, When these illegal substances are introduced into
    10  celebrations and enjoyable activities of the teen years,
    11  disaster too often results, promising futures are snuffed out


     1  and lives are permanently scarred; and
     2     WHEREAS, Any minor who purchases, consumes, transports or is
     3  in possession of alcoholic beverages faces a 90-day suspension
     4  of his driver's license and a fine of up to $300 and a one-year
     5  suspension and a fine of up to $500 for a second offense; and
     6     WHEREAS, Any minor with a blood alcohol content of 0.02% or
     7  greater while driving faces prosecution for driving under the
     8  influence, with a fine of up to $5,000, possible imprisonment
     9  for up to two years and mandatory license suspension for one
    10  year; and
    11     WHEREAS, Minors carrying or using false identification cards
    12  face a 90-day license suspension, are subject to fines of up to
    13  $500, receive possible imprisonment of up to 90 days and face
    14  one year in prison for subsequent offenses; and
    15     WHEREAS, Minors under 16 years of age would not be able to
    16  obtain a driver's license for the same period (90 days) of time,
    17  which would not start until the minor acknowledges the notice of
    18  violation to PennDOT, and are subject to the same fines;
    19  therefore be it
    20     RESOLVED, That the House of Representatives memorialize the
    21  Governor to proclaim May 1997 as "Celebrate to Live Month" in
    22  Pennsylvania and to urge all teenagers to enjoy the special time
    23  of their youth but to celebrate and enjoy it responsibly.
