        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 12, 1997

                                  A RESOLUTION

     1  Designating the week of March 10 through 17, 1997, as "Space,
     2     Satellite and Technology Week" in Pennsylvania in recognition
     3     of the educational activities planned to make educators aware
     4     of the classroom benefits gained from space exploration and
     5     satellite technology.

     6     WHEREAS, A large percentage of the student population of our
     7  country is deficient in math and science skills, scoring 14th
     8  out of 15 nations in a recent National Science Foundations
     9  study; and
    10     WHEREAS, The discoveries and knowledge gained from space
    11  exploration and satellite technology development are valuable
    12  educational tools not adequately utilized in the classrooms; and
    13     WHEREAS, The increasing application of space technology to
    14  everyday life and industry requires an adequate work force; and
    15     WHEREAS, Students are more receptive to learning that

     1  incorporates hands-on activities and real-life situations; and
     2     WHEREAS, Exemplary programs such as Unionville High School's
     3  Earth and Space Science Program and West Chester University's
     4  Educational Center for Earth Observation Systems need to be
     5  replicated across this Commonwealth; and
     6     WHEREAS, The following are examples of programs in this
     7  Commonwealth that are being developed to better educate
     8  students, teachers and parents:
     9         (1)  West Chester University offers a special SOAR
    10     teacher-training workshop on satellite tracking, image
    11     processing and remote sensing from March 12 through 14, 1997.
    12         (2)  West Chester University hosts the national
    13     Satellites and Education Conference 10th Anniversary from
    14     March 12 through 14, 1997.
    15         (3)  The Satellite Educators Association holds its annual
    16     meeting on March 13, 1997.
    17         (4)  Pennsylvania teachers involved with Global Learning
    18     and Observations to Benefit the Environment (GLOBE) are
    19     meeting and discussing the work their students are doing with
    20     scientists at the 2nd annual GLOBE breakfast.
    21         (5)  The Greater Philadelphia section of the American
    22     Institute of Aeronautics and Astronautics hosts a dinner
    23     meeting with an AIAA distinguished lecturer;
    24  therefore be it
    25     RESOLVED, That the House of Representatives designate March
    26  10 through 17, 1997, as "Space, Satellite and Technology Week"
    27  in Pennsylvania in recognition of many educational activities
    28  planned in this Commonwealth to celebrate our commitments to
    29  space exploration and excellence in education.
