                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," further providing for the powers and
     6     duties of the Board of Governors of the State System of
     7     Higher Education.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 2006-A(a) of the act of March 10, 1949
    11  (P.L.30, No.14), known as the Public School Code of 1949, is
    12  amended by adding a clause to read:
    13     Section 2006-A.  Powers and Duties of the Board of
    14  Governors.--(a)  The Board of Governors shall have overall
    15  responsibility for planning and coordinating the development and
    16  operation of the system. The powers and duties of the Board of
    17  Governors shall be:

     1     (16)  To establish a standardized system of mathematics and
     2  English placement testing to be offered to high school students
     3  at no charge in their junior year with results available prior
     4  to scheduling for their senior year. The board shall promote the
     5  usefulness of the placement testing as a means to reduce the
     6  necessity of remedial course enrollment at institutions of
     7  higher education and encourage all high schools to offer the
     8  testing annually.
