AN ACT
1 Making appropriations to the Thomas Jefferson University,
2 Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. (a) The sum of $4,695,000 $5,869,000 is hereby <--
6 appropriated to the Thomas Jefferson University, Philadelphia,
7 for the fiscal year July 1, 1997, to June 30, 1998, for
8 instruction in the Doctor of Medicine program.
9 (b) The sum of $3,290,000 $4,113,000 is hereby appropriated <--
10 to the Thomas Jefferson University, Philadelphia, for the fiscal
11 year July 1, 1997, to June 30, 1998, for the general maintenance
12 of the Thomas Jefferson University, including the College of
13 Allied Health Sciences, student aid and Children's Heart
14 Hospital.
15 Section 2. Payments to the Thomas Jefferson University on
16 account of the appropriations provided in section 1 shall be
1 made quarterly by the Secretary of Education on the basis of
2 costs during the fiscal year. The Secretary of Health EDUCATION <--
3 shall not release more than the first quarterly payment until
4 such time as the Trustees of the Jefferson Medical College and
5 Hospital agree in writing to include a minimum of five members
6 appointed by the Governor and the General Assembly. The
7 Governor, the President pro tempore of the Senate, the Minority
8 Leader of the Senate, the Speaker of the House of
9 Representatives and the Minority Leader of the House of
10 Representatives may each, upon receipt of the written agreement
11 from the trustees, appoint a nonelected official to serve as a
12 member of the board and the terms of office shall be coterminous
13 with that of their appointing authority.
14 Section 3. The Thomas Jefferson University shall provide
15 full, complete and accurate information as may be required by
16 the Department of Education or the chairman or the minority
17 chairman of the Appropriations Committee of the Senate or the
18 chairman or the minority chairman of the Appropriations
19 Committee of the House of Representatives.
20 Section 4. The Thomas Jefferson University shall report its
21 revenues and expenditures and present its financial statements
22 in accordance with generally accepted accounting principles and
23 procedures for educational institutions as set forth in the
24 "Higher Education Finance Manual (1975)" and the "Commonwealth
25 of Pennsylvania Budget Instructions for the State System of
26 Higher Education, State-Related Universities and Non-State-
27 Related Colleges and Universities."
28 Section 5. The trustees of the Thomas Jefferson University
29 shall report on forms provided by the Department of Education to
30 both the chairman and minority chairman of the Appropriations

1 Committee of the Senate and the chairman and minority chairman
2 of the Appropriations Committee of the House of Representatives
3 by September 30, 1998, on how State-appropriated funds were
4 expended for fiscal year 1997-1998 to reduce the costs to
5 Pennsylvania resident students or to provide services to
6 Pennsylvania residents.
7 Section 6. This act shall take effect July 1, 1997, or
8 immediately, whichever is later.
