           AMENDED, MAY 5, 1997

                                     AN ACT

     1  Making appropriations to the Allegheny University of the Health
     2     Sciences.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $6,514,000 $8,142,000 is hereby    <--
     6  appropriated to the Allegheny University of the Health Sciences
     7  for the fiscal year July 1, 1997, to June 30, 1998, for
     8  instruction in the Doctor of Medicine program.
     9     (b)  The sum of $1,438,000 $1,798,000 is hereby appropriated   <--
    10  to the Allegheny University of the Health Sciences for the
    11  fiscal year July 1, 1997, to June 30, 1998, for the general
    12  maintenance of the Allegheny University of the Health Sciences,
    13  including the Allied Health, Professions and Graduate School of
    14  the Allegheny University of the Health Sciences, and student
    15  aid.
    16     (c)  The sum of $257,000 $321,000 is hereby appropriated to    <--


     1  the Allegheny University of the Health Sciences for the fiscal
     2  year July 1, 1997, to June 30, 1998, for minority educational
     3  and recruitment programs.
     4     (D)  THE SUM OF $132,000 IS HEREBY APPROPRIATED TO THE         <--
     5  ALLEGHENY UNIVERSITY OF THE HEALTH SCIENCES FOR THE FISCAL YEAR
     6  JULY 1, 1997, TO JUNE 30, 1998, FOR CARDIOVASCULAR AND HEART
     7  FAILURE/TRANSPLANT STUDIES.
     8     Section 2.  Payments to the Allegheny University of the
     9  Health Sciences on account of the appropriations provided in
    10  section 1 shall be made quarterly by the Secretary of Education
    11  on the basis of costs during the fiscal year. The secretary
    12  shall not release more than the first quarterly payment until
    13  such time as the trustees of Allegheny University of the Health
    14  Sciences agree in writing to include a minimum of five members
    15  appointed by the Governor and the General Assembly. The
    16  Governor, the President pro tempore of the Senate, the Minority
    17  Leader of the Senate, the Speaker of the House of
    18  Representatives and the Minority Leader of the House of
    19  Representatives may each, upon receipt of the written agreement
    20  from the trustees, appoint a nonelected official to serve as a
    21  member of the board and the terms of office shall be coterminous
    22  with that of their appointing authority.
    23     Section 3.  The Allegheny University of the Health Sciences
    24  shall provide full, complete and accurate information as may be
    25  required by the Department of Education or the chairman or the
    26  minority chairman of the Appropriations Committee of the Senate
    27  or the chairman or the minority chairman of the Appropriations
    28  Committee of the House of Representatives.
    29     Section 4.  The Allegheny University of the Health Sciences
    30  shall report its revenues and expenditures and present its

     1  financial statements in accordance with generally accepted
     2  accounting principles and procedures for educational
     3  institutions as set forth in the "Higher Education Finance
     4  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
     5  Instructions for the State System of Higher Education, State-
     6  Related Universities and Non-State-Related Colleges and
     7  Universities."
     8     Section 5.  The trustees of the Allegheny University of the
     9  Health Sciences shall report on forms provided by the Department
    10  of Education to both the chairman and minority chairman of the
    11  Appropriations Committee of the Senate and the chairman and
    12  minority chairman of the Appropriations Committee of the House
    13  of Representatives by September 30, 1998, on how State-
    14  appropriated funds were expended for fiscal year 1997-1998 to
    15  reduce the costs to Pennsylvania resident students or to provide
    16  services to Pennsylvania residents.
    17     Section 6.  This act shall take effect July 1, 1997, or
    18  immediately, whichever is later.
