AN ACT
1 Making an appropriation to the Philadelphia College of
2 Osteopathic Medicine, Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $4,178,000 $5,222,000 is hereby <--
6 appropriated to the Philadelphia College of Osteopathic
7 Medicine, Philadelphia, for the fiscal year July 1, 1997, to
8 June 30, 1998, for instruction in the Doctor of Osteopathy
9 program.
10 Section 2. Payments to the Philadelphia College of
11 Osteopathic Medicine on account of the appropriation provided in
12 section 1 shall be made quarterly by the Secretary of Education
13 on the basis of costs during the fiscal year. The secretary
14 shall not release more than the first quarterly payment until
15 such time as the Trustees of the Philadelphia College of
16 Osteopathic Medicine agree in writing to include a minimum of
1 five members appointed by the Governor and the General Assembly. 2 The Governor, the President pro tempore of the Senate, the 3 Minority Leader of the Senate, the Speaker of the House of 4 Representatives and the Minority Leader of the House of 5 Representatives may each, upon receipt of the written agreement 6 from the trustees, appoint a nonelected official to serve as a 7 member of the board and the terms of office shall be coterminous 8 with that of their appointing authority. 9 Section 3. The Philadelphia College of Osteopathic Medicine 10 shall provide full, complete and accurate information as may be 11 required by the Department of Education or the chairman or the 12 minority chairman of the Appropriations Committee of the Senate 13 or the chairman or the minority chairman of the Appropriations 14 Committee of the House of Representatives. 15 Section 4. The Philadelphia College of Osteopathic Medicine 16 shall report its revenues and expenditures and present its 17 financial statements in accordance with generally accepted 18 accounting principles and procedures for educational 19 institutions as set forth in the "Higher Education Finance 20 Manual (1975)" and the "Commonwealth of Pennsylvania Budget 21 Instructions for the State System of Higher Education, State- 22 Related Universities and Non-State-Related Colleges and 23 Universities." 24 Section 5. The Trustees of the Philadelphia College of 25 Osteopathic Medicine shall report on forms provided by the 26 Department of Education to both the chairman and minority 27 chairman of the Appropriations Committee of the Senate and the 28 chairman and minority chairman of the Appropriations Committee 29 of the House of Representatives by September 30, 1998, on how 30 State-appropriated funds were expended for fiscal year 1997-1998 19970H0882B1714 - 2 -
