AN ACT
1 Making an appropriation to the Pennsylvania College of
2 Optometry, Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $1,238,000 $1,548,000 is hereby <--
6 appropriated to the Pennsylvania College of Optometry,
7 Philadelphia, for the fiscal year July 1, 1997, to June 30,
8 1998, for instruction.
9 Section 2. Payments to the Pennsylvania College of Optometry
10 on account of the appropriation provided in section 1 shall be
11 made quarterly by the Secretary of Education on the basis of
12 costs during the fiscal year. The secretary shall not release
13 more than the first quarterly payment until such time as the
14 Trustees of the Pennsylvania College of Optometry agree in
15 writing to include a minimum of five members appointed by the
16 Governor and the General Assembly. The Governor, the President
1 pro tempore of the Senate, the Minority Leader of the Senate, 2 the Speaker of the House of Representatives and the Minority 3 Leader of the House of Representatives may each, upon receipt of 4 the written agreement from the trustees, appoint a nonelected 5 official to serve as a member of the board and the terms of 6 office shall be coterminous with that of their appointing 7 authority. 8 Section 3. The Pennsylvania College of Optometry shall 9 provide full, complete and accurate information as may be 10 required by the Department of Education or the chairman or the 11 minority chairman of the Appropriations Committee of the Senate 12 or the chairman or the minority chairman of the Appropriations 13 Committee of the House of Representatives. 14 Section 4. The Pennsylvania College of Optometry shall 15 report its revenues and expenditures and present its financial 16 statements in accordance with generally accepted accounting 17 principles and procedures for educational institutions as set 18 forth in the "Higher Education Finance Manual (1975)" and the 19 "Commonwealth of Pennsylvania Budget Instructions for the State 20 System of Higher Education, State-Related Universities and Non- 21 State-Related Colleges and Universities." 22 Section 5. The trustees of the Pennsylvania College of 23 Optometry shall report on forms provided by the Department of 24 Education to both the chairman and minority chairman of the 25 Appropriations Committee of the Senate and the chairman and 26 minority chairman of the Appropriations Committee of the House 27 of Representatives by September 30, 1998, on how State- 28 appropriated funds were expended for fiscal year 1997-1998 to 29 reduce the costs to Pennsylvania resident students or to provide 30 services to Pennsylvania residents. 19970H0878B1711 - 2 -
