                                     AN ACT

     1  Providing for a child day-care consumer guide.

     2     The General Assembly of the Commonwealth of Pennsylvania
     3  hereby enacts as follows:
     4  Section 1.  Short title.
     5     This act shall be known and may be cited as the Child Day
     6  Care Consumer Guide Act.
     7  Section 2.  Definitions.
     8     The following words and phrases when used in this act shall
     9  have the meanings given to them in this section unless the
    10  context clearly indicates otherwise:
    11     "Child day care."  Care in lieu of parental care given for
    12  part of the 24-hour day to children under 16 years of age, away
    13  from their own homes, but does not include child day care
    14  furnished in places of worship during religious services.
    15     "Department."  The Department of Public Welfare of the

     1  Commonwealth.
     2     "Facility profile."  Information specific to each regulated
     3  child day-care facility contained in a simple and easily
     4  understandable information sheet which shall include, but not be
     5  limited to, the following:
     6         (1)  Name, address and telephone number of the child day-
     7     care facility.
     8         (2)  Type of child day-care facility.
     9         (3)  The expiration date of the facility's certification
    10     of compliance or registration certificate.
    11         (4)  Hours of operation.
    12         (5)  Typical enrollment by age level.
    13         (6)  A brief list or description of services provided or
    14     available.
    15  Section 3.  Child day-care consumer guide.
    16     (a)  General rule.--The department, or the entity with which
    17  it contracts to perform child day-care resource and referral
    18  services, shall develop, distribute and annually update a child
    19  day-care consumer guide for each county or other defined
    20  geographical area of this Commonwealth.
    21     (b)  Contents.--The child day-care consumer guide shall be a
    22  consumer-oriented compilation of the following:
    23         (1)  A brief description of the types of regulated child
    24     day care in this Commonwealth.
    25         (2)  A compilation of facility profiles for that specific
    26     area.
    27         (3)  A general checklist of recommended questions and
    28     issues for parents to consider in choosing child day-care
    29     services.
    30         (4)  A toll-free telephone number by which consumers may

     1     inquire and receive prompt facility specific information
     2     relating to a child day-care facility's licensing history,
     3     past or current violations and actions taken to remedy past
     4     deficiencies or violations.
     5         (5)  Any other useful consumer-oriented information.
     6  Section 4.  Regulations.
     7     The department shall promulgate rules and regulations to
     8  implement the provisions of this act.
     9  Section 5.  Effective date.
    10     This act shall take effect in 60 days.
