                                  A SUPPLEMENT

     1  To the act of July 11, 1996 (P.L.595, No.101), entitled "An act
     2     providing for the capital budget for the fiscal year 1996-
     3     1997; itemizing public improvement projects and furniture and
     4     equipment projects and redevelopment assistance projects to
     5     be constructed, acquired or assisted by the Department of
     6     General Services, together with their estimated financial
     7     costs; incurring of debt without the approval of the electors
     8     for the purpose of financing the projects to be constructed,
     9     acquired or assisted by the Department of General Services;
    10     stating the useful life of the projects; authorizing certain
    11     contract provisions; making appropriations; and making
    12     repeals," itemizing public improvement projects to be
    13     constructed or acquired or assisted by the Department of
    14     General Services, together with their estimated financial
    15     costs; authorizing the incurring of debt without the approval
    16     of the electors for the purpose of financing the projects to
    17     be constructed or acquired or assisted by the Department of
    18     General Services; stating the estimated useful life of the
    19     projects; and making appropriations.

    20     The General Assembly of the Commonwealth of Pennsylvania
    21  hereby enacts as follows:
    22  Section 1.  Short title.
    23     This act shall be known and may be cited as the Second
    24  Supplemental Capital Budget Project Itemization Act for 1996-
    25  1997.
    26  Section 2.  Total authorizations.

     1     The total authorization for the additional capital projects
     2  in the category of public improvement projects itemized in
     3  section 3 and to be acquired or constructed by the Department of
     4  General Services, its successors or assigns, and to be financed
     5  by the incurring of debt, shall be $11,900,000.
     6  Section 3.  Itemization of public improvement projects.
     7     Additional capital projects in the category of public
     8  improvement projects to be constructed or acquired by the
     9  Department of General Services, its successors or assigns, and
    10  to be financed by the incurring of debt, are hereby itemized,
    11  together with their respective estimated financial costs, as
    12  follows:

    21  Section 4.  Debt authorization.
    22     The Governor, Auditor General and State Treasurer are hereby
    23  authorized and directed to borrow from time to time in addition
    24  to any authorization heretofore or hereafter enacted, on the
    25  credit of the Commonwealth, subject to the limitations provided
    26  in the current capital budget, money not exceeding in the
    27  aggregate the sum of $11,900,000 as may be found necessary to
    28  carry out the acquisition and construction of the public
    29  improvement projects specifically itemized in a capital budget.
    30  Section 5.  Issue of bonds.

     1     The indebtedness authorized in this act shall be incurred,
     2  from time to time, and shall be evidenced by one or more series
     3  of general obligation bonds of the Commonwealth in such
     4  aggregate principal amount for each series as the Governor, the
     5  Auditor General and the State Treasurer shall determine, but the
     6  latest stated maturity date shall not exceed the estimated
     7  useful life of the projects being financed as stated in section
     8  6.
     9  Section 6.  Estimated useful life and term of debt.
    10     (a)  Estimated useful life.--The General Assembly states that
    11  the estimated useful life of the public improvement projects
    12  itemized in this act is as follows:
    13         (1)  Public improvement projects, 30 years.
    14         (2)  Furniture and equipment projects, 10 years.
    15         (3)  Transportation assistance projects:
    16             (i)  Rolling stock, 15 years.
    17             (ii)  Passenger buses, 12 years.
    18             (iii)  Furniture and equipment, 10 years.
    19             (iv)  All others, 30 years.
    20     (b)  Term of debt.--The maximum term of the debt authorized
    21  to be incurred under this act is 30 years.
    22  Section 7.  Appropriations.
    23     The net proceeds of the sale of the obligations authorized in
    24  this act are hereby appropriated from the Capital Facilities
    25  Fund to the Department of General Services in the maximum amount
    26  of $11,900,000 to be used by it exclusively to defray the
    27  financial cost of the public improvement projects specifically
    28  itemized in a capital budget. After reserving or paying the
    29  expenses of the sale of the obligation, the State Treasurer
    30  shall pay to the Department of General Services the moneys as

     1  required and certified by it to be legally due and payable.
     2  Section 8.  Federal funds.
     3     In addition to those funds appropriated in section 7, all
     4  moneys received from the Federal Government for the projects
     5  specifically itemized in this act are also hereby appropriated
     6  for those projects.
     7  Section 9.  Editorial changes.
     8     In editing and preparing this act for printing following the
     9  final enactment, the Legislative Reference Bureau shall insert
    10  or revise letters or numbers for projects where the letters or
    11  numbers are missing or require revision. The bureau shall also
    12  revise the total monetary amounts for the total authorization,
    13  debt authorization, appropriations and departmental totals as
    14  necessary to agree with the total monetary amounts of the
    15  projects.
    16  Section 10.  Effective date.
    17     This act shall take effect immediately.
