        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 24, 1996

                                  A RESOLUTION

     1  Designating the fourth week of September 1996 as "RSVP Volunteer
     2     Week in Pennsylvania."

     3     WHEREAS, Pennsylvania citizens reaching 55 years of age or
     4  older are at their very prime in experience, maturity and
     5  capability; and
     6     WHEREAS, Many of these citizens are anxious and ready to
     7  apply their energy and share their time and knowledge where it
     8  will best help other people and nonprofit organizations; and
     9     WHEREAS, The prime opportunity to do this is as community
    10  volunteers; and
    11     WHEREAS, This continuing pace of activity and community


     1  involvement has been proven to contribute to good health and
     2  longer, richer life for those who participate; and
     3     WHEREAS, Our society is becoming increasingly dependent upon
     4  the nonprofit community for providing a variety of vital,
     5  supportive services to people in need; and
     6     WHEREAS, In recognition of this trend, the Congress of the
     7  United States in 1965 enacted legislation leading to the
     8  creation of the Retired and Senior Volunteer Program, known
     9  throughout America as RSVP, to match up volunteers with
    10  nonprofit organizations as they are needed; and
    11     WHEREAS, Through this one program, each year more than
    12  450,000 volunteers nationwide now provide nearly 90 million
    13  hours of service time, valued at nearly $1 billion, to 60,000
    14  public and nonprofit community organizations; and
    15     WHEREAS, This nation's RSVP program is celebrating its 25th
    16  Anniversary in 1996; and
    17     WHEREAS, The RSVP in Pennsylvania has been in operation for
    18  25 years and now holds membership of more than 19,000 volunteers
    19  serving 2,797 nonprofit agencies; and
    20     WHEREAS, The RSVP in Pennsylvania is an outstanding and
    21  accessible conduit to volunteerism for senior citizens; and
    22     WHEREAS, The RSVP experience is designed to be enjoyable and
    23  satisfying and flexible for the convenience of its volunteers;
    24  and
    25     WHEREAS, The need for volunteers has never been greater in
    26  our communities; and
    27     WHEREAS, The RSVP in Pennsylvania is ready to welcome new
    28  volunteers immediately; therefore be it
    29     RESOLVED, That the House of Representatives designate the
    30  fourth week of September 1996 as "RSVP Volunteer Week in

     1  Pennsylvania"; and be it further
     2     RESOLVED, That the senior citizens of this Commonwealth be
     3  encouraged to become RSVP volunteers.
