                                  A RESOLUTION

     1  Adopting a temporary rule of the House of Representatives
     2     relating solely to amendments to the General Appropriation
     3     Bill for the fiscal year 1996-1997, including amendments or
     4     supplementals to appropriations of prior fiscal years.

     5     RESOLVED, That the House of Representatives adopt a temporary
     6  rule to read:
     7                           TEMPORARY RULE
     8         Amendments to 1996-1997 General Appropriation Bill
     9     This temporary rule shall apply to all amendments offered to
    10  the General Appropriation Bill for the fiscal year beginning
    11  July 1, 1996, Senate Bill 1583, (1996), including any amendments
    12  offered to or for supplemental appropriations to prior fiscal
    13  years contained within the General Appropriation Bill.
    14     Any amendment offered on the floor of the House to the bill
    15  that proposes to increase spending of State dollars for the
    16  Commonwealth's 1996-1997 fiscal year or prior fiscal years above
    17  the levels contained in the bill as reported from the Committee
    18  on Appropriations plus an aggregate of $107,000,000 shall not be


     1  in order and may not be considered unless the same amendment
     2  contains sufficient reductions in line items of the bill so that
     3  the amendment offered does not result in a net increase in the
     4  total proposed spending contained within the bill plus an
     5  aggregate of $107,000,000.
     6     In order to be considered, an amendment must be submitted to
     7  the Office of the Chief Clerk by 2:00 p.m. on June 7, 1996. The
     8  Committee on Appropriations, for special and proper reason and
     9  by majority vote, may waive this deadline. Rule 21 of the Rules
    10  of the House of Representatives, insofar as it applies to the
    11  filing deadline for amendments and notice requirements for the
    12  voting schedule, shall not apply to this temporary rule.
    13     If the amendment cannot be submitted in accordance with the
    14  provision in the previous paragraph because it is still being
    15  prepared by the Legislative Reference Bureau, the Member must,
    16  by 2:00 p.m. on June 7, 1996, provide the Office of the Chief
    17  Clerk with a statement, prepared by the Member containing the
    18  factual content and exact amounts of increases and decreases in
    19  line items which will be proposed in the amendment, along with
    20  certification from the Legislative Reference Bureau that the
    21  amendment was submitted to the Legislative Reference Bureau
    22  prior to 2:00 p.m. on June 7, 1996.
    23     Debate on any debatable question related to the bill shall be
    24  limited to five minutes each time a member is recognized. On the
    25  bill: a sponsor of an amendment shall be entitled to be
    26  recognized twice; a maker of a motion shall be entitled to be
    27  recognized twice; any other member shall be entitled to be
    28  recognized once.
    29     This temporary rule may be temporarily suspended only by two-
    30  thirds vote of the Members elected to the House by a roll call

     1  vote. Rule 77 of the Rules of the House of Representatives,
     2  insofar as it applies to the temporary suspension of the Rules
     3  of the House, shall not apply to this temporary rule.
