                                  A RESOLUTION

     1  Memorializing the Congress of the United States to return to the
     2     states the revenue that is collected under the 4.3 cent-per-
     3     gallon tax imposed by the Omnibus Budget Reconciliation Act
     4     of 1993.

     5     WHEREAS, The Omnibus Budget Reconciliation Act of 1993
     6  imposed a tax of 4.3 cents-per-gallon on gasoline and other
     7  motor fuels to offset the Federal budget deficit; and
     8     WHEREAS, Due to the recent steep increase in gasoline prices
     9  at the pump, United States Senate Majority Leader Bob Dole has
    10  recommended the repeal of this tax; and
    11     WHEREAS, The tax imposed on gasoline and other motor fuels by
    12  the Omnibus Budget Reconciliation Act of 1993 and resulting
    13  diversion of Federal motor fuel taxes to nontransportation
    14  programs combined with recent price increases in motor vehicle
    15  fuels make it difficult for states to raise additional revenue
    16  to replace the anticipated loss of Federal highway funds; and
    17     WHEREAS, Maintenance and construction of roads and highways
    18  as well as providing support for mass transit are the primary

     1  responsibilities of State and local governments; and
     2     WHEREAS, State and local governments are facing the situation
     3  of inadequate fiscal resources to support continued maintenance
     4  and construction of highways and support for mass
     5  transportation; and
     6     WHEREAS, States should be given wide discretion to use the
     7  revenue collected under the 4.3 cent-per-gallon tax imposed by
     8  the Omnibus Budget Reconciliation Act of 1993 for highway and
     9  mass transit projects; therefore be it
    10     RESOLVED, That the House of Representatives of the
    11  Commonwealth of Pennsylvania memorialize Congress to return to
    12  the states the revenue that is collected under the 4.3 cent-per-
    13  gallon tax imposed by the Omnibus Budget Reconciliation Act of
    14  1993 for use by the states for highway and mass transit
    15  projects.
