        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 26, 1996

                                  A RESOLUTION

     1  Designating April 1996 as "Pennsylvania Organ and Tissue Donor
     2     Awareness Month."

     3     WHEREAS, Organ and tissue transplant has been recognized as a
     4  corrective and lifesaving medical procedure; and
     5     WHEREAS, This Commonwealth has 15 transplant centers and is
     6  recognized as a world leader in organ and tissue transplant; and
     7     WHEREAS, It is estimated that over 43,000 people are waiting
     8  for organ transplants in the United States; and
     9     WHEREAS, Approximately nine people die per day in the United
    10  States awaiting an organ transplant; and
    11     WHEREAS, It is estimated that over 250,000 people are waiting

     1  for cornea and tissue transplants in the United States; and
     2     WHEREAS, The Commonwealth by law enables citizens to donate
     3  their organs and tissues through written statements and also
     4  allows relatives to consent to the donation of organs and
     5  tissues of a deceased family member; and
     6     WHEREAS, A vital component of the continuation and
     7  advancement of organ transplants is the retrieval of donor
     8  organs and tissue; and
     9     WHEREAS, Improved surgical techniques and drugs to offset
    10  rejection of organs have resulted in a high success rate; and
    11     WHEREAS, Those in need of transplants far exceed the number
    12  of organs and amount of tissue available; therefore be it
    13     RESOLVED, That the month of April 1996 be designated as
    14  "Pennsylvania Organ and Tissue Donor Awareness Month"; and be it
    15  further
    16     RESOLVED, That the House of Representatives encourage all
    17  Pennsylvanians to carry donor cards and discuss this decision
    18  with family members and friends.
