        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 27, 1995

                                  A RESOLUTION

     1  Urging the Governor and his Administration to utilize all
     2     economic redevelopment programs currently available to
     3     mitigate the employment devastation wreaked by BRACC base
     4     closure decisions relating to this Commonwealth.

     5     WHEREAS, On Thursday, June 22, 1995, the Base Realignment and
     6  Closure Commission (BRACC) voted 5-3 to cut 1,994 jobs from the
     7  Letterkenny Army Depot; and
     8     WHEREAS, This decision will have a dramatic and negative
     9  effect on the people and the communities of the greater
    10  Chambersburg area; and
    11     WHEREAS, The BRACC decisions have had and will have a similar
    12  impact upon other communities within this Commonwealth; and
    13     WHEREAS, In order to minimize the impact of the BRACC
    14  decisions, the sum total resources of the government of the
    15  Commonwealth must be focused toward providing assistance to
    16  these affected communities; therefore be it
    17     RESOLVED, That the House of Representatives urge the Governor
    18  and his Administration to:

     1         (1)  Target economic development assistance to those
     2     areas of this Commonwealth directly affected by the BRACC
     3     decisions.
     4         (2)  Target job training program assistance to those
     5     areas of this Commonwealth directly affected by the BRACC
     6     decisions.
     7         (3)  Encourage the Governor's Response Team to give those
     8     areas of this Commonwealth directly affected by the BRACC
     9     decisions priority when encouraging companies to locate
    10     within our borders.
    11         (4)  Give priority to those areas of this Commonwealth
    12     directly affected by the BRACC decisions when determining the
    13     location of State facilities.
    14         (5)  Conduct a review of all State government programs
    15     designed to assist individuals and communities affected by
    16     BRACC decisions.
    17         (6)  Make appropriate recommendations, if by rule or by
    18     statute, regarding necessary programmatic changes to target
    19     appropriate assistance to those communities and individuals.
